Description For more than 35 years, Médecins du Monde (MdM), a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 35 countries across all continents where it focuses on 5 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use and sexual practices, emergencies and crisis, and harmful environment.

MdM has been operating in Myanmar since 1994. Its main programmes deliver comprehensive Harm Reduction and HIV/AIDS prevention and care, focusing on the high risk groups of Drug Users (Kachin State), Sex Workers and Men having Sex with Men (Yangon area).

MdM is a well implemented and well recognised actor in the country by the authorities as well as by other stakeholders and donors. However, since 2017 it has been recognised that most of the activities are too much focused on the provision of medical services under-using MdM’s legitimacy and position in the country to be more involved in health-related right promotion and advocacy. The recent years gave more opportunities to MdM to be involved in several initiatives from the government to support efforts to improve the legal framework when it comes to the criminalisation of sex work and drug use and ensure a more enabling environment for scaling up national initiatives such as the Methadone Maintenance Treatment (MMT) Program.

Currently, MdM is focusing on the following projects:

  • A comprehensive Harm Reduction programme aiming at increasing access to HIV/VHC prevention and care services, in Yangon and Kachin, targeting most-at-risk groups (sex workers, men having sex with men, drug users). The project is implemented with a comprehensive approach, including a wide range of activities for prevention (drop-in centres, outreach activities including harm reduction, methadone substitution therapy) and care (STI diagnosis and treatment, HIV diagnosis and treatment, including ARV).
  • In Kachin, the project is implemented in 3 main sites (Myitkyina, Moegaung, Hopin) and few sub-sites. Activities include health education in outreach, needles and syringe exchange programme, methadone substitution programme, counselling and HIV testing, and medical care for PLHIV (STI, OI, TB and ARV).
  • In Yangon, the project is implemented in one main site, with broad outreach activities. Current and future strategy focuses on supporting local civil society and health system in scaling up and provision of health services;

Those programmes are currently funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria, the French Development Agency (AFD), and the United States Agency for International Development known as USAID (through a sub-recipient mechanism); it is expected to develop new partnerships with new potential donors in the future.

There are over 250 collaborators and 150 community workers in the mission.

In the year to come, the Mission will have to focus its effort on preparing an operational shift (direct service provision to transfer of services towards institutions and partners) while scaling up and extending the offer of harm reduction services.

TASKS AND RESPONSIBILITIES:

The General Coordinator is responsible for the overall management of the MdM Myanmar mission and is under the direct supervision of the Desk Officer based in MdM Headquarters (HQ) in Paris. He/she is also referring to a “head of Mission” (RM in its French acronym) which is a volunteer member of the organisation, co-responsible of the mission strategy.

The General Coordinator is the direct line manager of the Deputy General Coordinator, 2 Field Coordinators in Yangon and Kachin, one Human Resources Coordinator, one Logistics Coordinator, and one Finance Coordinator. The Deputy General Coordinator is the direct line manager of the Medical Coordinator, the Harm Reduction Coordinator, the M&E Coordinator and the Grants Manager.

The post holder will manage a team of 10 expatriates, and more than 250 national staff and 150 community workers.

The General coordinator also liaises with all departments and services located at MdM Headquarters to ensure a smooth mission management.

 

More specifically, you will be in charge of:

MISSION STRATEGY MANAGEMENT and COORDINATION

-coordinating the country strategy revision/update on a yearly basis after consultation with the team, the Desk Officer and the RMs. Contributes to the updated version validation by HQ key fora (technical and regional groups, board of directors, etc.).

-planning, implementation, monitoring and evaluation of country programs.

-ensuring the compliance of all implemented activities and programs with MdM strategy, principles and guidelines, in liaison with the Medical Coordinator and the Deputy General Coordinator in Yangon.

-ensuring good coordination between logistics, administrative (finance and human resources) and programme departments in the coordination office as well as program sites, for a smooth implementation of all activities.

-leading the country coordination team, and as such, plays a leading role in the implementation of management procedures and decisions, and in relaying HQ decisions and information to the MdM team in Myanmar.

-coordinating with HQ referent and support resources to ensure the qualitative program implementation in line with MdM values and principles

TEAM MANAGEMENT and HUMAN RESSOURCES 

-managing and supervising the country coordination team and ultimately takes management decisions regarding Mission staff.

-ensuring that the Mission Organigram and allocation of Human resources is matching with the mission needs.

-ensuring that MdM is complying all human resources legal requirements regarding the mission expatriates and local staff in coordination with the Human Resources Coordinator and the Finance

-working in very close coordination with the Deputy General Coordinator who is in charge of the Quality Department and supervises the Medical, M&E and grant departments for a qualitative program implementation.

-supervising the 2 field Coordinators and the support coordinator : Finance Coordinator, the Logistic Coordinator, the Human Resources Coordinator with the technical back up from HQ.

-facilitating smooth communication between team members and holds conflict management duties when needed.

-making sure that MdM Myanmar guidelines and procedures are in line with MdM France one’s and are updated regularly when needed.

LOGISTICS SUPERVISION

-managing the Logistics Coordinator, who receives technical back up from the Logistics Advisor in HQ.

-ensuring that appropriate logistics procedures are maintained in accordance with MdM rules and/or donor guidelines.

-maintaining high quality supply chain management, to ensure that programme needs are met in compliance with donor and MdM regulations.

ADMINISTRATIVE AND FINANCE SUPERVISION

-managing the Administrative and Finance Coordinator, who receives technical back up from the finance/accounting department in Paris, to ensure compliance with donor procedures and national administrative and legal regulations.

-guarantying transparency of fund use and all programmatic expenditure.

-giving approval for expenses, based on donor procedures and MdM internal guidelines.

-participating in the design and approval of new budget proposals for donors, preparation of annual budgets and monthly budget follow up analysis

-overseeing compliance with and respect for agreements and contracts.

RELATIONS WITH GOVERNMENT, DONORS AND OTHER STAKEHOLDERS

-representing MdM in Myanmar towards all relevant stakeholders locally, nationally, internationally.

-working in close coordination with the desk officer, the communication department and advocacy advisor in HQ to ensure consistent and relevant external communication.

-informing HQ of MdM official positioning, ensure programme visibility and consistency between MdM global and local positions.

-taking part of meetings with authorities and donors and is responsible to the proper diffusion of MdM Myanmar mission strategy in-country.

-ensuring the compliance of all implemented activities and programs with donor guidelines.

-developing potential new partnerships with donors.

SECURITY RULES IMPLEMENTATION

-responsible for the overall safety and security of MdM teams, sites and assets in Myanmar.

-conducting regular analysis of the context and security conditions, with a view to shape and adapts safety and security rules and communicate with HQ any significant changes/event/incident.

-ensuring the implementation of security rules and procedures, including providing briefings about safety and security when required.

REPORTING AND COMMUNICATION

-responsible for regular reporting on the mission activities implemented in Myanmar; Ensures that all Myanmar programs/staff submit reports in a timely and qualified manner.

-supervising the drafting of donor reports and of narrative, financial, intermediary and final reports, makes sure that they are written in line with donor requirements.

-relaying relevant information from HQ to Myanmar teams, organises consultations and provides feedback when required.

-managing media relationships for the overall mission in coordination with Desk Officer and Communication Department.

-liaising with Desk officer, RM and technical/thematic referent for regular updates regarding Myanmar mission to HQ team.

Appreciated qualifications:
Past experience in Human rights and/or HIV/harm Reduction related interventions.
Past experience with Global Fund and/or USAID funds is a strong asset.
Knowledge of Myanmar/Asian region environment a strong asset
