KEY ACCOUNTABILITIES (not all-inclusive)
Under direct supervision of head of supply chain, the incumbent shall perform the following tasks:
1. Contribute to the formulation and review of the Country Strategic Plan (CSP/ICSP) and in translating the Strategic Outcomes from the CSP/ICSP into activities that will achieve the expected results.
2. Contribute towards the development of plans, processes and procedures ensuring compliance with wider budget programming policies and WFP standards.
3. Contribute towards the development of supply chain plans (including procurement) and processes ensuring compliance with logistics and procurement policies and WFP standards.
4. Support and manage logistics projects or operational activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
5. Create and review supply chain budget plans and monitor ongoing performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimize resources.
6. Collect and analyses data to recommend actions to the supervisor to improve performance of process and local supply chain operations.
7. Conduct regular financial analysis (monthly Purchase Orders validation and Good Receipts reports) and budget reviews (as necessary), drawing out insights and recommending actions to the supervisor to optimize use of available funds.
8. Contribute to consolidation and preparation of operational pipeline planning for Food Transfer Costs, as well as service delivery, and to the management of operational aspects of the supply chain (procurement), including contracting of applicable transport, warehouse and any relevant logistics services.
9. Contribute to supply chain by providing technical support and guidance to other Country office (CO) units/services, as well as Sub-Offices (SO).
10. Guide and support CO and SO supply chain staff; and support them with complex analysis and queries
KEY ACCOUNTABILITIES (contd.)
1. Collate data and contribute to preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), accurate and timely reports of procurement activities, to contribute to a CO view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
2. Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (i.e. through contribution to the training materials).
3. Identify and build productive relationships with supply chain colleagues and staff within the CO and SO to support an integrated approach to food assistance.
4. Follow emergency logistics preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
5. Participate in the on-going review of internal processes and procedures and identify ways to increase day-to-day efficiencies.
6. Collate information and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules.
7. Work in close collaboration with internal counterparts and external partners including suppliers, superintendents, companies, etc to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
8. Manage the activity 7 budget, monitoring expenditures against outputs as the programme progresses.
9. Carry out risk management activities.
10. Supervise and provide guidance on supply chain related services invoice processing

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management, Finance or other related field, or First University degree with additional years of related work experience and/or training/courses.
Fluency (level C) in English language, Intermediate knowledge (level B) of Portuguese.
Knowledge of any second official UN language: Arabic, Chinese, French, Russian, Spanish is also desired

CONTRACTUAL INFORMATION
• This is a 1 Year Renewable Fixed Term Contract
• Net monthly salary range: USD 4,000-00 to 4,836-00 (Salary is determined by qualifications, skills, experience & current earnings)
