Purpose of the Job:
to provide effective leadership in the Child Protection Area Of Responsibility (AoR), the incumbent will ensure child protection coordination mechanisms in Ethiopia, provide guidance to all partners on common standards, strategies and approaches, ensure that all critical child protection gaps and vulnerabilities are identified; and that information is provided on roles, responsibilities and accountability to ensure that all gaps are addressed without duplication.

Summary of key functions/accountabilities:
The Child Protection Coordinator will be responsible for the following key areas;
Leading and managing Child Protection AoR at national and sub-national level
Coordinate (on a monthly rotating basis) together with UNFPA, the CP/GBV AoR Monthly Meetings and ad hoc meetings as needed, including preparing minutes and follow-up on action points.
Support regular and effective communication and information exchange between the federal and regional/sub-national CP AoR coordination groups.
Ensure effective linkage with other clusters, especially education, nutrition, and WaSH.
Coordinate UNICEF’s contribution to the UN Protection Monitoring project, including reviewing regular reports, and EHF reporting.
Act as focal point for inquiries on Child Protection AoR’s response plans and operations
Support and coordinate with those leading the CP/GBV AoR at sub-national level
Co-Supervise and support the Child Protection Stand-By-Partner Officer to contribute to the CP/GBV AoR and CPiE programming
Co-Supervise the CP/GBV AoR IMO
Work with UNICEF PSEA Focal Point, the Protection Cluster, PSEA Network, and other humanitarian actors and donors to promote the application of the Secretary General’s Bulletin on sexual exploitation and abuse (SEA) in order to safeguard the wellbeing of beneficiaries in the provision of humanitarian assistance.
Facilitating development of a Child Protection AoR Strategy and Response Plan
Provide child protection inputs for Protection Cluster preparedness and contingency plans, and response strategies and action plans for the CP AoR and ensure that these are reflected in country humanitarian response plans and strategies.
Coordinate the quarterly CP/GBV Strategic Advisory Group (SAG) meetings and ad hoc SAG meetings as needed, and lead (together with the GBV Coordinator) the development and bi-annual review of the CP/GBV AoR yearly workplan and strategic planning documents.
Supporting the application of appropriate technical standards
Ensure that CP AoR partners are aware of relevant policy guidelines, technical standards, and government frameworks related to child protection.
Provide technical support and advocacy for the adherence of CP AoR members to relevant CPiE standards, including the Minimum Standards for Child Protection in Humanitarian Action (CPMS), the IASC Guidelines for Integrating GBV into Humanitarian Interventions, the Integrated DDR Standards, Guidelines on Children associated with Armed Forces and Armed Groups (CAAFAG), the AU DDR and Children Operational Guidelines, and relevant case management and child protection Standard Operating Procedures (SOPs) in Ethiopia.
Support the review, dissemination, and training on CP assessments and monitoring tools, including the CP Rapid Assessment (CPRA), Seasonal Assessments, and any joint or inter-sectoral monitoring/assessments (such as the Displacement Tracking Matrix).
Information Management and Reporting
Provide CP written inputs to the Protection Cluster, OCHA, and UNICEF CP Section and UNICEF Emergency Unit as required.
Provide support and oversight to the CP AoR information management function, including through close coordination with the UNICEF Child Protection Information Management Officer/Consultant (CP IMO), and review of child protection actors monthly 5Ws and other ad hoc reporting.Â
Provide reviewed 5Ws to OCHA and provide analytical/explanatory text for the monthly dashboard, SitReps and other communications materials as needed.
Monitor the coverage and complementarity if CP AoR activities and identify and advocate fort the correction of any gaps and duplication.
Keep the CP AoR Secondary Data Review updated and share, as appropriate, with CP actors.
Building technical capacity
Strengthen the capacity and leadership of the Ministry of Women, Children, and Youth (MoWCY) and the Bureaus of Women, Children, and Youth (BoWCY) and other relevant partners in child protection in emergencies, including situation and response monitoring, and leadership and advocacy on child protection and GBV.
Oversee the development of an integrated MoWCY/CP/GBV AoR Emergency Response Plan aligning with ongoing child protection AWP and detailing funding, activities, and targets.
Contribute to and facilitate the mainstreaming of child protection in other clusters and sectors through information exchange, joint mapping, and technical review of strategy and assessment documents as needed
Advocating and ensuring mobilization of adequate resources
Identify core child protection advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of UNICEF and OCHA, and other humanitarian partners (includign UNHCR as coordinator of the Protection Cluster).
Support CP/GBV members and MoWCY in resource mobilsation for emergency situations, including through timely dissemination of situational updates and assessments relevant to CPiE, prioritization planning, development of funding and advocacy notes, organizing donor coordination meetings and review of Emergency Humanitarian Funding (EHF) or other proposals.
Represent the CP AoR in;
Protection Cluster bi-monthly meetings and ad hoc as needed.
Inter Cluster Coordination Group bi-weekly and ad hoc as needed.
Disaster Risk Management Technical Working Group Meetings
UNICEF Emergency Management Team (EMT) Weekly Meetings
UNICEF Child Protection Sector Meetings
Working Groups (Dignity Kits, Mental Health and Psychosocial Support, MHPSS) as needed.
Emergency Humanitarian Country Team (EHCT) as requested by UNICEF.
Donor Meetings as needed.
Sub-national CP/GBV/Protection Cluster Meetings as needed.
PSEA Network Meetings as needed.
Other ad hoc humanitarian meetings as needed.
Any other related duties assigned by the Chief, Child Protection (P5).
Methodology
The candidate will lead the federal Child Protection Area of Responsibiliity (in Ethiopia will serve as Child Protection Coordinator of the CP-GBV sub-cluster) under the Protection Cluster (with UNFPA leading the GBV AoR).
The candidate will provide technical support regional/location specific CP AoRs and support their capacity building to help ensure the fulfillment of the CP AoR mandate and responsibility.
She/he will frequently travel to affected regions/locations to monitor the situation and quality of the response.
She/he will work closing with the UNICEF Child Protection section, particularly staff and consultants working on humanitarian response to help ensure appropriate and accurate and comprehensive information sharing and coordination.  She/he will also work closely with other clusters to help ensure child protection (where/as relevant) is included in their activities (notably education, nutrition and WASH).
She/he will work closely with UNHCR as the Protection Cluster lead and UNFPA as the GBV AoR subcluster lead at federal and regional level to help ensure optimum coordination.
Expected deliverables
Coordinate CP/GBV AoR Meetings on a monthly basis and as needed.
Attend coordination meetings and give inputs to OCHA and the Protection Cluster as needed
Support in the development and preparation of key documents as part of the HPC including the HRP, HNO, MYR
In support of the IMO, collect CP 5Ws on a monthly basis for response reporting and partner mapping.
Produce CP AoR results dashboard on a monthly basis
Regular feedback to CP/GBV members on child protection related issues
Oversee and roll-out partner training on child protection.
Develop advocacy messages for the CP AoR.
To qualify as an advocate for every child you will have
An advanced university degree (Master’s or higher) in social sciences, international development, international law, humanitarian affairs or another directly related subjects.
A minimum of eight (8) years of progressively responsible and relevant experience at international levels in child protection programming (development and humanitarian), coordination, working with government, and partners is required.
Previous experience working in the UN System, including with a specialized agency such as UNICEF is an asset.
Experience implementing child protection programmes or coordinating child protection response in humanitarian settings is required.
Previous work experience working on issues concerning internally displaced persons (IDPs), children associated with armed forces and armed groups (CAAFAG) and on disarmament, demobilisation and reintegration (DDR) in complex emergency contexts is considered a strong asset.
Up-to-date knowledge of key developments across the child protection in emergencies sector, including issues of conflict, climate induced displacement and the impact of these factors on child protection and inter-sectoral approaches to address such issues in collaboration with other sectors sectors (notably education, WASH, health, nutrition, communication etc).
Good knowledge of global developments in child protection and across the development and humanitarian sector more broadly, including the application of the equity lens, human rights perspectives and results based management (RBM) to programming.
Excellent communication, negotiation, and other human relations skills, as well as effective strong leadership and decision making competency in the complex working environment dealing with other UN agencies (particularly UNHCR, UNFPA, and OCHA), governmental officials, NGO counterparts, donors and other important partners
Strong organizational and networking skills required.
Excellent ability to collect, treat and analyze data.
Advanced computer literacy expected in Word, Excel and Power Point.
Excellent oral and written communication and report writing skills in English is required. Writing samples may be requested.
Fluency in English is required.
