PURPOSE
Provide technical support in data analysis and visualization to ongoing initiatives (U-Report, eyes4D, and Generation Unlimited).
Develop real-time visualization dashboards for analyzed Eyes4D initiative and U-Report demographic data.
Support Generation Unlimited and Y4C projects to analyze and visualize data from prototypes.
SCOPE OF WORK
Provide technical support in data analysis and visualization to ongoing initiatives (U-Report, eyes4D, and Generation Unlimited) (20%)
1.1 Provide input to U-Report mainland visualization and real-time data analysis of polls
        1.2 Provide data analysis support on data migrated from current RapidPro instance to another to identify potential gaps.
   2.  Development of visualization dashboards for analyzed Eyes4D initiative and U-Report demographic data (40%)
       2.1 Develop a real-time dashboard for U-Report in Zanzibar that fetches demographic data from RapidPro with trends and patterns.
       2.2 Work with all stakeholders on Eyes4D to develop and deploy a real-time dashboard tracking household level data entry submitted through RapidPro including providing requisite training.
       2.3 Support Generation Unlimited teams on new ways of leveraging real-time data platforms for programme monitoring.
   3.  Support Generation Unlimited and Y4C projects to analyze and visualize data from prototypes (40%)
       3.1 Support Generation Unlimited teams to refine prototypes of their projects as per digital development principles working on data   analysis and visualization aspects.
      3.2 Provide technical support in deployment of Generation Unlimited and Y4C project prototypes and monitoring and troubleshooting during piloting.
      3.3 Provide input to ideation and brainstorming on GenU and Y4C projects.

 PAYMENT SCHEDULE

Payments for the professional fee will be made upon submission and acceptance of the specified deliverables and submission of an invoice. The main deliverables will be linked to payments of 20 % (deliverable 1), 40%

(deliverable 2), and 40% (deliverable 3) of the contract amount respectively. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

1st Supervisor: UNICEF Tanzania Innovation Officer
2nd Supervisor: UNICEF Tanzania Knowledge management & Innovation specialist.
TECHNICAL EVALUATION CRITERIA
The proposals will go through a thorough evaluation to determine merits for this assignment which include  academic qualification, experience and proposed methodology  which will be the base for the technical proposal evaluation while the cost effectiveness of the financial proposal will be the base for evaluation. The technical proposal will have a weight of 70% while the financial proposal will have a weight of 30%.
Technical proposals should attain a minimum of 50 points to qualify and be considered for financial review. The below table shows the main criteria for the technical review.

·        The price should be broken down for each component of the proposed work deliverables, based on an estimate of time taken which needs to be stated;

·        Separate cost table;

·        The budget narrative must explain the assumptions behind all cost estimates.

 

 

POLICY BOTH PARTIES SHOULD BE AWARE OF
Policy both parties should be aware of:
Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly.  Consultants are not paid for weekends or public holidays.
Consultants are not entitled to payment of overtime.  All remuneration must be within the contract agreement.
No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
For international consultants outside the duty station, signed contracts must be sent by fax or email.  Signed contract copy or written agreement must be received by the office before Travel Authorization is issued.
No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station.
Unless authorized, UNICEF will buy the tickets of the consultant.  In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
Consultants will not have supervisory responsibilities or authority on UNICEF budget.
Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
The Form ‘Designation, change or revocation of beneficiary’ must be completed by the consultant upon arrival, at the HR Section.
To qualify as an advocate for every child you will have…
University degree in computer science, electrical engineering, statistics, mathematics, or equivalent practical experience.
Two years of relevant professional work experience in software development and working knowledge of RapidPro is an asset.
Experience in at least one modern object-oriented programming language, especially Python.
Experience with mobile technologies and database management systems
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
