How can you make a difference?
Activities and Tasks:
Support and contribute to effective and efficient planning, management, coordination, monitoring and evaluation of the APROSOC project in Moxico according to the defined workplan, with particular focus in the pilot models (MAS and Cash Transfer), in joint collaboration with the SP team and the PMO for Moxico and Bié.
Assess key bottlenecks and constraints affecting the implementation and monitoring of the APROSOC activities at decentralized level, and develop tools and mechanisms for its improvement.
Develop training materials and activities to build capacity of the various APROSOC actors (governmental and civil society) at national, provincial, municipal and community levels, based on the assessment and tools/mechanisms developed (see previous task) as well as from good practices identified in other APROSOC pilot provinces.
Support the coordination of different actors on the field under the framework of the APROSOC project and also at the several administrative levels (community, commune, municipality, province), in particular in what regards the Moxico Province activities.
Monitor APROSOC activities through field visits to the municipalities and meetings with the partners, following the M&E tools developed for APROSOC project, and in joint coordination with the PMO for Bié and Moxico.
Report and disseminate the knowledge gathered in Moxico and respective programmatic results internally and externally, including knowledge sharing field trips to other pilot provinces and Luanda (central level).
Deliverables:
1. Assessment report on the implementation status of the APROSOC project on the field, and provincial improvement plan, which includes capacity building actions developed for the targeted MAS and Cash Transfer municipalities. 2. Organization of weekly meetings with external partners and UNICEF staff to implement the Provincial improvement plan and other activities related to 2019 and 2020 APROSOC workplans (minimum of 32 meetings).  November 2019 – May 2020            From November 2019 – May 2020 Included in payment from November 2019 – May 2020
3. Support coordination and implementation of at least 1 capacity building activity every month in each of the targeted MAS and Cash Transfer municipalities.  December 2019 – May 2020. From December 2019 – May 2020. Included in payment from December 2019 – May 2020
4. Develop and test at least 6 set of training and capacity building materials to ensure effective and efficient APROSOC programme delivery at community level (with particular focus in the MAS/CASI) December 2019 – May 2020. 5. Submit monthly progress report of APROSOC activities, capacity building, partnerships, results, coordination meetings with partners and monitoring indicators of APROSOC activities, according to UNICEF standards. A progress monthly report at the end of each month in November 2019, December 2019, January, February, March, April, May 2020. From November 2019 – May 2020. Included in payment from November 2019 – May 2020
6. Submit final consultancy report May 1 2020 to 31 May 2020. Included in the last payment
Conditions:
Local Travel: foreseen an average of 10 days per month outside Luena (Luanda, Uige and Bié) covered by the consultant (UNICEF will only cover internal transportation)
In Moxico (Luena): temporary office space and transportation assured within the province
To qualify as an advocate for every child you will have…
University degree in social sciences (Sociology, Anthropology, Psychology, Development Studies, Public Policy, Economy) or another relevant technical field, with emphasis on social assistance, social mobilization, counselling, facilitation skills and processes, participatory research, training, monitoring and evaluation of development interventions.
More than five years progressively responsible work experience in the planning and management of social development programmes, including four years in developing countries, with practical experience on the field. Experience in Angola is considered an asset.
Proven experience in the social sector, specifically in social action/social assistance work at institutional level, as well as in facilitating, training and capacity building processes with local institutions (governmental and civil society).
High ethical standards and understanding of sensitivities relating to children’s rights.
Fluency in Portuguese and English required.
