BACKGROUND

Under Grant agreement ECHO/OCHA, RQ-01-02, UNICEF Venezuela is administering fund at OCHA disposal for use in Nutritional Recovery of Children under 5 years of age, pregnant women and lactating mothers at risk or nutritional deterioration in 4 priority states of the Bolivarian Republic of Venezuela. UN OCHA Humanitarian Advisory Team is requesting the urgent support of UNICEF for the hiring of an Individual Contractor. The individual contractor will work under direct supervision of OCHA Regional Disaster Response Advisor in the Resident Coordinator’s Office.

 

OBJECTIVE

The consultant advises on overall coordination and policy direction on humanitarian issues; and, more generally, reviews and provides advice on a diverse range of coordination and policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas (e.g. development).

METHODOLOGY

  • Monitors, analyses and reports on humanitarian developments, disaster relief/management or emergency situations in assigned country/area.
  • Participate in the elaboration of studies on humanitarian, emergency relief and related issues;
  • Assists in the production and/or revision of HNO, HRPs, etc.
    Participates in large, complex projects, to include disaster assessment or other missions;
  • Assists in the coordination of international humanitarian/emergency assistance for complex emergency/disaster situations and in ensuring the necessary support (e.g. staff, funding, specialized equipment, supplies, etc.);
  • Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.
  • Build up relations with NGOs, contributing to their building capacity and organizational development structure.
  • Undertakes and provides support to technical assistance and other field missions, e.g. participates in field trips to undertake in-depth reviews of specific country coordination mechanisms.
  • Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.
  • Serves as the primary focal point on specific topics or policy-related issues;
  • Keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.
  • Reviews and provides advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance.
  • Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.

 

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

DELIVERABLES

Monthly report containing:

  • Report of coordination meetings with partners to keep communication between the regional and national levels
  • Report of Maintains regular contacts with different actors through meetings, field visits, etc. and keeps updated the contact list.
  • Report Carries out at least three field visits to support national NGOs in the field.
  • Report of Supports the monitoring process

Duration: 5.5 Month

PAYMENT: 25% (of total calculation)

 

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

Education: University degree (Master’s degree or equivalent is considered an advantage) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree

Experience: A minimum of two years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area.

Language Requirements: Spanish and English (both oral and written) are highly desirable.

 

CONDITIONS OF WORK

Monthly report will be delivered to the individual contractor’s First Reporting Officer in OCHA outlining key deliverables. Upon certification of these report, OCHA will forward to UNICEF Health and Nutrition specialist for his final approval and initiation of payment process. The consultant will be working from the Resident Coordinator’s Office in Caracas and be provided with a Laptop and mobile phone.
