ABOUT THE MISSION …

 

SI has been in Myanmar since 2008. For the first three years SI worked in the Delta in response to the devastating Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In January 2012 SI expanded to Kachin State to respond to an emergency situation created by the displacement of Kachin population affected by the arm conflict.

SI currently has a coordination base in Yangon, with field bases in the Rakkhine and Kachin States. In 2018, 17 international staff and 265 national staff are working within SI to implement 16 contracts (on-going or finished) in WASH, FSL, Emergency programs (NFI, Shelter, WASH, Food) funded by OFDA, DFID/HARP, ECHO, CIAA, Mairie de Paris (MDP), Centre de Crise (CDC), OCHA and UNICEF.

SI has 2 regional operational bases in Myanmar (with 2 Field Coordinators):

–       In Rakhine State – Sittwe regional base with three areas of intervention in Pauktaw, Rathedaung and Sittwe Townships. Sittwe regional base is composed of 203 national staffs and 7 expatriates.

–       In Kachin State – Bhamo regional base with 2 sub-bases in Lwegel and Myitkyina. Bhamo regional base is composed of 36 national staffs and 3 expatriates.

 

ABOUT THE JOB

 

The Program Manager (PM)  is responsible for implementing and achieving the objectives defined in the operation proposals in IDPs camps and affected surrounding village in Pauktaw Township.

(S)he is responsible for overseeing operational teams assigned to the program.

(S)he guarantees the good performance and the quality of the implemented activities, and, where appropriate, proposes adjustments or developments to ensure relevance.

(S)he is responsible for Communication with Camp Management/leaders

(S)he might be required to support for emergency interventions in any other township.

 

Diagnosis and project design

  • Participate in the preparation and implementation of diagnostics;
  • Participate in the design and the financial dimension of the human and logistical programs to implement;
  • Prepare the appendixes and technical chapters (of logical framework) of operation proposals and amendment needed;
  • Implement activities in compliance with the annual operational strategy, Solidarités International technical requirements, and donor criteria.

 

Implementation and operational monitoring

  • Plan and oversee the implementation of activities that (s)he is responsible for, both on-time and within the set technical specifications;
  • Plan activities and identify which means and resources will be needed with the support Departments (administrative, logistics), according to objectives, in coordination with the partner organization;
  • Ensure continuous project monitoring, periodic evaluations and adjustment of project activities where necessary in close coordination with partner organization;
  • Provide support and advice to the logistics base for the purchase of materials specific to activities;
  • Initiate cash flow forecast and budgetary planning in order to pre-empt financial problems;
  • Anticipate the difficulties associated with conducting activities and help solve problems related to programs
  • Propose program changes according to the changing environment and indicators;
  • Liaise with FC regularly on security trends and threats communicated by his/her team or other stakeholders;

 

Capitalization

  • Organize and supervise the daily capitalization, as hard and soft archiving.
  • Write the capitalization documents in accordance with SI tools;
  • Prepare handover reports before the end of his/her employment contract and forward them to concerned parties in the mission and at headquarters;

 

Project closure and lessons Learning

  • Ensure project data and information is archived and shared appropriately;
  • Use Solidarités International standard tools for lessons learning and institutional knowledge management, in particular the Activity Description sheets;

 

HR management       

  • Plan HR and organizational structure in function of the project and in consultation with the Coordination team, and Field Coordinator;
  • Participate in validating recruitment for all staff under his/her direct supervision;
  • With the administrative department, define the prerequisites for the vacant positions and, if necessary, adapt the referent job profile;
  • Implement training related to operational WaSH requirements and the identified training needs;
  • Manage and support the team under his/her responsibility;
  • Evaluate the performances of his/her team members;
  • Make sure his/her team(s) follow the safety rules.

 

Reporting / communication / representation

  • Share with the filed coordinator any information on the security context and any event which may have consequences on SI activities and team safety;
  • Carry out regular team meetings to relate individuals’ contributions to project objectives and to develop and inform members of decisions;
  • Draft the reports, annexes and project amendments to donors, together with WaSH Coordinator, and Deputy Field Coordinator – Programs and Field Coordinator;
  • Contribute to monthly and ad-hoc reports meant for local authorities;
  • In collaboration with the Field Coordinator, prepare relevant documents (MOU, handover, etc) to be signed with local authorities, communities and other partners;
  • Attend technical meetings with government departments, other aid agencies and donors, and represent the organization when asked to do so;
  • Liaise with other organizations and agencies to share past experiences and lessons learnt;

THE MAIN CHALLENGES OF THE POSITION ARE:

This position is based in Bhamo where the security and safety are not a concern, with frequent travel to Lwedgel at China’s border. Ideally, the position would require to be based 50% of the time in Lwedgel but this will depend to monthly TA requests (Travel Authorizations) that are mandatory for foreigners. The position of WaSH PM was a national staff position since July 2018. Due to the difficulties to recruit in the country, SI decided to open internationally. The WaSH PM manages 1 Activity Manager who is managing 3 supervisors: 2 WatSan and 1 HP. The general English level is low and the WaSH AM position is a key one to make the link with the team.

 

 Specific context of the post:

  • The programmes implemented by SI in Kachin State cover 15 camps (approximately 20,000 IDPs) and 15 villages through WaSH (construction and maintenance of water and sanitation facilities, hygiene promotion) and Food Security & Livelihoods (home gardening, income-generating activities) support;
  • Partners: SI is working with 2 implementing partners in restricted areas. Activities implemented are WaSH and FSL. Due to access restriction to the implementing area, monitoring is complicated.
    1. Kachin Baptist Convention Bhamo District: WasH and FSL in Laiza area;
    2. WPN: WasH only in Mai Ja Yang area.

 

YOUR PROFILE

 

Education: Minimum BA degree + WaSH technical background

 

Experience:

  • Experience in project management in humanitarian context;
  • Minimum 3-year experience managing team notably in remote control;
  • Experience in insecure environments (post-conflict, conflict);
  • Experience in dealing with various stakeholders;
  • Experience in coaching and supporting for a nationalization process;
  • FSL experience is desirable;
  • IDP/refugee camp experience desirable;
  • Experience in working with local partner is highly desirable;

 

Technical skills and knowledge:  

  • Knowledge rural hydro activities and challenges;
  • High skills in proposal writing;
  • High skills in team management;
  • High skills in resources management;
  • High skills in representation;
  • Knowledge and familiarity in security management;
  • SI previous experience highly desirable;

 

Languages: Good English command (spoken and written) essential;

 

Other desirable qualities: 

  • Leadership skills and aptitude

SI WILL OFFER YOU

 

A salaried post: according to experience from 1980 euros gross per month, (1800€ + 10% annual leave allowance paid monthly) and a monthly Per Diem of 500 USD.

 

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

 

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. Our policy was just modified: from now on, Solidarités offers you 7 working days ever three months, with a 850 USD allowance for each break. In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.

LIVING AND SECURITY CONDITIONS : 

Bhamo is a secondary low-key town in Kachin State in Northern Myanmar, located 186km south of the capital city of Kachin State (Myitkyina). Kachin is mostly Christian (60% Catholic / 40% Baptist). Bhamo is the administrative center of Bhamo District, which has four townships: Bhamo, Shwegu, Momauk and Mansi.

The town is calm and relatively pleasant but due to security reasons expatriates are not authorized to go further out of the township border. From Yangon, it takes a 3-hour flight to get to Bhamo, through Mandalay. To visit Kachin, foreigners must have a valid travel authorization (or TA) which is arranged by the coordination and takes around 1 month to process.

The security situation in Kachin is very volatile, nevertheless no major fights has been observed in the last 6 months. Expatriates are not targeted in Kachin and are not allowed to go outside Bhamo without the authorization of the local authorities. In Bhamo, expatriates are well accepted and there are no security threats. Families can visit expatriates in Bhamo.

 

SI has a comfortable guesthouse for expats with 5 rooms, 2 bathrooms, a large kitchen, and big communal areas and terraces. The guesthouse is equipped with basic furniture (beds, tables, cupboards, hot water…) and mosquito nets, bed linen, towels and fans.  A cook can prepare dinner upon request.

The office is situated 10 minutes by bike from the guesthouse. Expatriates move independently by bike or on foot (a car is available to travel to the camps).

 

In Bhamo, there are limited expatriates community, Bhamo social/night life is calm, most of bars and restaurants are closing around 9:30 PM. A lot of local restaurants/bars, shops and a big market are available and there is also a local gym and jogging is possible.

Easy and pleasant SI team, but interacting with the locals can be difficult as most people do not speak English. Exceptionally and upon validation of the FC/HoM, it is possible to request spending the weekend in Yangon. Expats usually bring expat foods from Yangon where it is easily accessible
