ABOUT THE MISSION …

 

SI has been in Myanmar since 2008. For the first three years SI worked in the Delta in response to the devastating Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In January 2012 SI expanded to Kachin State to respond to an emergency situation created by the displacement of Kachin population affected by the arm conflict.

SI currently has a coordination base in Yangon, with field bases in the Rakhine and Kachin States. In 2018, 17 international staff and 265 national staff are working within SI to implement 16 contracts (on-going or finished) in WASH, FSL, Emergency programs (NFI, Shelter, WASH, Food) funded by OFDA, DFID/HARP, ECHO, CIAA, Mairie de Paris (MDP), Centre de Crise (CDC), OCHA and UNICEF.

SI has 2 regional operational bases in Myanmar (with 2 Field Coordinators):

  • In Rakhine State – Sittwe regional base with three areas of intervention in Pauktaw, Rathedaung and Sittwe Townships. Sittwe regional base is composed of 280 national staffs and 9 expatriates.
  • In Kachin State – Bhamo regional base with 2 sub-bases in Lwegel and Myitkyina. Bhamo regional base is composed of 36 national staffs and 3 expatriates.

 

ABOUT THE JOB

 

The program manager FSL is responsible for implementing and achieving the objectives defined in the operation proposals.

(S)he is responsible for overseeing operational teams assigned to the program.

(S)he guarantees the good performance and the quality of the program FSL implemented, and, where appropriate, proposes adjustments or developments to ensure relevance.

POSITION OF THE POST IN THE ORGANIZATIONAL CHART

Under the hierarchical authority of: Deputy Field Coordinator Program

Hierarchical authority over: FSL supervisor and M&E officer

Under the functional authority of: DCD for Programs

 

The main challenges of the position:

She/he will be in charge of the overall implementation and management of the project and teams and in charge for the more technical details ensuring the quality and timely implementation of the projects in Pauktaw township, funded by OFDA.

In addition to the programs activities, the FSL PM has to assess the livelihood context of all SI’s intervention areas. S/he has to build a strong understanding of the market network, debt management, labour market and communities’ dynamic in order to propose a relevant Livelihood strategy and diversify the FSL activities in Rakhine State.

 

Specific stakes and challenges

  • Access and logistics are definitively a challenge for an efficient and on time implementation.
  • The PM will have an important task on capacity building of local staff on Livelihood approach. S/He will manage a team of 20 staffs, included the MEAL team dedicated to the project.
  • Coordination and communication with local authorities are one of the main task for the PM.
  • FSL PM will also participate in proposal writing and assessments of new areas in Rakhine state.

 

Priorities for the 2/3 first months

  • S/he will focus on follow up of the procurement plan, in collaboration with the logistic department.
  • S/he will focus on compliance with reporting deadlines and with guidelines/procedures.
  • S/he will collaborate in the drafting of new proposal.
  • S/he will collaborate with MEAL department for ensuring qualitative and quantitate data analysis.

 

YOUR PROFILE

 

Your profile

Education: Academic and practical knowledge of agro-economy, community mobilization, Livelihood approach.

 

Experience:

  • Minimum of 2 years of relevant international FSL experience, most of the experience time preferably performed in humanitarian contexts
  • Experience in complex and sensitive environments essential (conflict/post-conflict)
  • Experience of budget management and donor compliance
  • Proven experience and achievements in managing teams, also by remote, and capacity building
  • Experience of establishing strong working relationships with colleagues and partners from different functions and cultures
  • A previous experience with SI as PM is an asset

 

Technical skills and knowledge:

  • Knowledge about market and sector approach, understanding of rural and peri-urban economy
  • General knowledge in agriculture and gardening
  • Previous experience with income generating activities and vocational training is an asset
  • Good knowledge of communication with communities and accountability concepts required
  • Ability to manage and prioritize a high workload and multiple tasks with tight deadlines
  • A good understanding of humanitarian issues including movements of population, camp management, and protection issues.

 

Transferable skills:

  • Patience, tact and sensitivity in dealing with tense environments
  • Diplomacy and strong communication skills
  • Ability to lead meetings with communities and authorities
  • Ability to take initiatives, decisions and work in autonomy
  • Good problem solving skills in day to day and crisis situations
  • Capacity to analyze and report on security situation
  • Capacity to work in remote areas with difficult access
  • Good social skills to work as part of a large team and live in shared accommodation
  • An understanding of and commitment to SI’s mission and values

 

Other desirable qualities:

  • Myanmar, or at least South-east Asia, experience is an asset.
  • Excellent skills in English, written and spoken
  • Knowledge of Burmese or Rakhine is an asset

 

SI WILL OFFER YOU…

 

A salaried post: according to experience from 1980 euros gross per month (1800 base salary + 10% annual leave).

 

Per Diem: 500 USD / month.

 

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

 

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. Our policy was just modified: from now on, Solidarités offers you 7 working days ever three months, with a 850 USD allowance for each break. In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.

 

Living conditions

The guesthouses are situated in Sittwe town and equipped with basic but comfortable furniture. The office is situated few minutes from the guesthouses by car.

Lot of INGOs are working in Sittwe and the city offers good opportunities for social life and free-time activities.
