Yayasan Plan International Indonesia is presently implementing its Country Strategy 4      (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.

Wired 4 Work! (W4W!) builds on Plan’s successful youth employment programs in Asia and Latin America. W4W! provides a step change in Plan’s youth employment programming while increasing reach, insights, efficiency, accessibility, replicability and customization of training through innovation and technology. W4W! targets vulnerable youth, especially women, in Indonesia and the Philippines. For Indonesia, Indonesia needs an average of 3.2 million additional skilled workers per year, while budget allocations for non-formal (vocational) education are limited, leaving a significant number of youth untrained This is reflected in a youth unemployment rate of 17.8% Approximately 8.7 million women are unemployed compared to 6.1 million men, while poor women are likely to be unpaid workers (27% of women compared to 6% of men). Plan will target Jakarta, Semarang and Lombok where the program can build on existing engagement of Plan with the private sector and will benefit of employment opportunities for vulnerable youth. W4W targeting to bring benefit to in total 35,000 youth beneficiaries accross Indonesia, 10,266 is direct beneficiaries who receive full support from recruitment untill placement (75%  young women) in Jakarta, Semarang and Lombok in 3 sectors; hospitality, retail and ICT.

The project will develop digital ecosystem as the backbone of its interventions. The very vigorous ambition of the project need to be supported by a very strong Digital ecosystem that is ready to use and scalable in Indonesia context. It is expected that the system will provide end to end support for youth employment pathway, consist of market scan/training need analysis, e-learning system and e-learning modules development, beneficiaries tracking system and job matching platforms. In view of the above, the Digital ecosystem Specialist will be responsible to organise the development and adaptation of the digital ecosystem under the leadership of Regional Office of Plan International to ensure its adoption in Indonesia competitive landscape.

 

Dimensions of the Role

Accountabilities

Digital Ecosystem Adaptation and Implementation

To work with regional team, external agencies and internal stakeholders of Plan International to deliver a review of our current digital ecosystem, identifying key challenges and reporting system issues to overcome in future state design, To work with regional team and external agencies to undertake research in order to deliver an articulation of the desired systems to build towards for all audiences in scope for the project, Support system integration to increase efficiency and support UI/UX , Incorporate the most update data science for system data collection as well as for user monitoring and products evaluation, Identify system competitiveness and unique selling point for project stakeholders, Based on the Project DIP, s/he is responsible to develop integrated plan with regional office for adaptation/development, pilot testing and scale up of the digital products (including detailed scope and budget), Build a strong and collaborative working relationship with regional team and the agency partner to develop the system. Organize workshop creation to do the adaptation and development of digital products in Indonesia context, Establish KPIs for the ecosystem review and measure and evaluate the effectiveness and impact of the project, Coordinate and facilitate user acceptence testing (UAT) with W4W coordinators  ensuring a good quality digital products are ready to use

Provision of technical support to team, partners and stakeholders to implement digital products.

Implementation standard of digital products designed developed and disseminated among the implementation teams, partners and stakeholders to ensure quality implementation, TOT designed and organized for Plan’s team, partners and stakeholders.Monitoring and supervision mechanism developed with necessary guidelines and tools along with specific feedback mechanism for products improvement, Develop capacity of team members in implementing the system, Provide technical assistance for stakeholder who have interest in adopting the system, Project Stakeholder well-informed of the digital products, Team, partners and stakeholder use the system with minimal support needed

Strong Positioning of the Digital Products in YEE Program sector

Become the resource person for information dissemination on the digital ecosystem, Collect key learning, insights and success stories of the digital ecosystem, Support the documentation of any study in relation with the implementation of digital ecosystem, Create information sheet to ensure institutional sustainability of the key learning and success of digital ecosystem implementation, Digital Products created are recognized by government and others and adopted by mainstream and alternative systems.

Project monthly, quarterly and annual reports

Support the project reporting through the digital system, Generate project report at monthly, quarterly and yearly based.Produce other data analysis reports from the digital system for various needs, such us report for government and other stakeholder

Sustainability of the developed products attained

Develop the roadmap for system adoption by stakeholder, include calculation on the cost needed to maintain the system, Identify means for system sustainability inside and outside Plan International

Testing the sustainibility plan within the project timeline

 

Safeguarding of Children and Young People  

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Consultant for Digital Products development

 

Technical expertise, skills and knowledge

Essential

Bachelor degree in digital field

At least 3 years of experience in developing digital platforms and ecosystem

Updated knowledge on digital products development, include AI, data science and UI/UXGood analytical skill

Good interpersonal communication and facilitation skills for mentoring and knowledge sharing

Possess good judgement to deal with conflict

Able to work both in team and independently with minimum supervision
