Context:
Under the direct supervision of the Chief of Mission (CoM) in Libya, and in coordination with the Deputy Chief of Mission (DCoM), Department Heads and Project Managers, and relevant Headquarters (HQ) and Regional Office (RO) Cairo Units, the successful candidate will be responsible for effective coordination and management of the Programme Development Support and Donor Liaison Unit, guiding and overseeing the programme development, reporting, monitoring and evaluation, research and donor liaison functions of the IOM Libya Country Office (CO).
Core Functions / Responsibilities:
Overall
1. Lead the resource mobilization strategy development and implementation for IOM Libya, liaise close with donors in relation to IOM programme implementation, programme development and funding priorities.
2. Coordinate project development, revision and endorsement of narrative donor reports, according to the procedures specified in the IOM Project Handbook.
3. In close coordination with Project Managers, support the CoM in strategic planning exercises and needed follow up with regards to project development and implementation and liaison functions.
4. Lead and coordinate the design and development of good quality new programmes and projects in close coordination with the relevant donors, government counterparts, and project partners, and staff ensuring compliance with the development standards. 5. Ensure processing, endorsement and submissions of project proposals, donor reports, donor agreements and any other relevant documents in line with specific internal requirements and procedures.
6. Coordinate and monitor donor reporting and by maintain project reporting matrix encompassing all CO projects to ensure timely donor reporting. Follows up to support units with delays in order to ensure on time delivery of reports.
7. Represent, as needed, IOM Libya in donor meetings, briefings, conferences, United Nations (UN) meetings and liaise with UN agencies, donor, governmental partners, project partners and any other relevant stakeholders to identify IOM Libya programme development opportunities.
8. Supervise the Project Development Section, the Research Section and the Monitoring and Evaluation Section and provide guidance and resource mobilization priorities to the Sections.
9. Actively contribute to developing synergies with other Sections in the Mission in relation to programming, monitoring, research and reporting.
Monitoring and Evaluation
10. Supervise the Monitoring and Evaluation (M&E) Section and lead the development and implementation of the project-level monitoring and evaluation plan associated work plans for each programme and projects
11. Ensure quality control of project outputs, including by contributing substantively to the design and field testing of the monitoring methodology, review, supervise design and implementation of the survey, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks.
12. Ensuring mentoring and training of programme/project team to foster capacity building on results-based M&E knowledge.
13.  Develop and maintain an updated list and, in close consultation with the CoM, strengthen the CO’s relationships with donor communities within the framework of the Mission resource mobilization strategy.
14. In close coordination with the CoM and DCoM, facilitate knowledge building and management by identifying best practices and lessons learned directly linked to programme country goals and activities. Research
15. Coordinate and support in the planning and design of migration research strategies for the CO.
16. Provide guidance and support in the definition of relevant research agenda and provide oversight on research initiatives by the Research Section.
17. Coordinate the preparation of research design and implementation of IOM Libya CO migration research activities, assessment, case studies and communicated the results to key stakeholders.
18. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or,
• University degree in the above fields with nine years of relevant professional experience.
Experience
• Management experience, accompanied by background in operational and field experience in refugee and migration related issues, including technical cooperation, project development and programme implementation and evaluation;
• Experience in liaising with governmental authorities, other national/international institutions;
• Experience with monitoring and evaluation and results-based management;
• Previous experience in project development support is highly desirable; • Good knowledge of financial and administrative management;
• Capacity to motivate multi-cultural, international staff to higher productivity and good co-operation;
• Good level of computer literacy, including database applications.
Skills
• Excellent report writing skills;
• Excellent analytical skills and demonstrated skills in performing complex analyses on a wide range of factors, requirements, policies and priorities for the assessment and implementation of projects; excellent troubleshooting and problem-solving skills.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French, Spanish and/or  Arabic is an advantage.

The position is based in Tunis with possible relocation to Libya if and when the situation is conducive.
