Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM’s Regional Office for East and Horn of Africa supports and monitors the following Country Offices: Kenya, United Republic of Tanzania, Uganda, Ethiopia, Eritrea, Djibouti, Burundi, Rwanda, Somalia, and South Sudan.
The Regional Support Unit (RSU) provides support to Country Offices and regional projects in project development, monitoring and evaluation, reporting, communication, knowledge management, external and donor relations, and strategic planning.
The overall role of the Junior Professional M&E Officer will be to provide day-to-day M&E support to the Regional M&E Officer to undertake M&E functions within the Regional Support Unit.  In particular, he or she will, in coordination with the Regional M&E officer:
Core Functions / Responsibilities:
1. Result- Based Monitoring and Evaluation capacity:
• Assist in the design and implementation of the regional M&E support framework.
• Assess Country Offices, and regional projects’ and thematic divisions’ M&E capacity and M&E information needs and develop a capacity improvement plan.
• In coordination with Country Offices and thematic divisions, support development and implementation of thematic and country-specific M&E frameworks.
• Assist in the design of tools and quick guides for IOM country offices in the region to develop and maintain results-based programming, in coordination with the Regional M&E Officer.
• Assess project staff knowledge and skills on monitoring and evaluation.
• Assist in conducting training for project staff on monitoring and evaluation.
• Assist in the development and oversight of project and programme evaluations.
• Participate in M&E networks/forums/events to learn from others and keep abreast with new developments or innovations in M&E that can be beneficial to IOM projects in the Region
2. Project and programme performance:
• Assist in providing technical input and support at the design stage of selected regional projects to facilitate implementation and monitoring, with particular attention paid to results matrices, work plans and monitoring and evaluation frameworks.
• Provide M&E technical support to Country Offices and other regional projects in order to promote adherence to agreed standards of implementation; create greater awareness of monitoring requirements during project development, project implementation and project reporting.
• Assist in developing monitoring and evaluation tools for projects, programmes, and regional and country strategies.
• Assist in the development and promotion of monitoring and evaluation frameworks designed for monitoring and evaluating collective outcomes in support of IOM’s operationalization of the humanitarian development (peace) nexus and New Way of Working.
• Track the implementation status of regional and country level projects in liaison with resource management team and Country Offices’ M&E Officers/focal points and produce periodic M&E status snapshots as required.
3. Organizational learning and knowledge management:
• Assist in tracking of annual monitoring and evaluation plans, in coordination with relevant project managers and M&E focal points at Country Offices/Regional level to ensure timely initiation of evaluation processes.
• Support the monitoring of implementation of evaluation recommendations by projects in the region.
• Assist in establishment and maintenance of a repository of M&E tools for use by Country Offices and regional projects.
• Assist in design and maintenance of a database of M&E products including internal and external evaluation reports; as well as a database of evaluation consultants in coordination with Human Resources and external partners.
• Assist in effective information flow with Country Offices and sharing of the outputs/outcomes of M&E findings with relevant Regional and Country level staff, departments and stakeholders; participate in discussions of monitoring data in appropriate forums.
4. Undertaking duty travel as and when required.
5. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in economics, statistics, international development, international relations, or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Minimum of two years of experience in social research, monitoring, or evaluation;
• Experience working in a non-government organization, non-profit organization or international organization is preferred;
• Experience training or mentoring others;
• Experience of working in a multi-cultural setting.
Skills
• Skills or qualifications in social science software such as Statistical Package for Social Sciences (SPSS) or a data analysis and statistical software (STATA)
• Advanced written and oral English communication skills
Languages
For this position, fluency in English is required (oral and written). Working knowledge of at least one other official UN language – Arabic, Chinese, French, Russian, Spanish – is an advantage.

COACHING AND LEARNING ELEMENTS
As an integral part of the IOM assignment the Junior Professional Officer will:
• Gain experience in an international organization, including management and international cooperation activities.
• Gain a full understanding of results-based management (RBM) principles and methodologies, and their application to international development and humanitarian programming.
• Gain substantial experience in monitoring and evaluation in development and humanitarian contexts.
• Gain experience in working with governmental, non-governmental and United Nations institutions in East and Horn of Africa.
The Junior Professional Officer will have funding available that will allow him/her to attend relevant workshops and trainings for developmental purpose.
• Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
