Nutrition International is hiring a Nutrition Technical Advisor.

Integrating nutrition into reproductive health services for women and adolescent girls in three regions of Senegal

NI, through funding from the Nutrition Leverage for Influence and Transformation (NLIFT) initiative, intends to provide Technical Assistance (TA) via a consultant, who will work closely with UNFPA Senegal and all stakeholders involved.

Period

TA support will be for a period of up to 24 months, from December, 2018 to November 2020.
Duty Post

Dakar, Senegal (NI, Country Office), some days will be spent at UNFPA Country Office as needed.
Travel

Domestic travel (within Senegal) will be required on a regular basis to Louga, Matam and Kolda regions.
Status

Part-time consultant. The total number of days worked will be adjusted according to the project’s needs and progress. It will likely be twenty days per month during the first five to six months, and fifteen days per month for the remainder of the contract.
Goal
The goal of this consultancy is to provide technical assistance to UNFPA and service providers including community health/outreach workers and community-based organizations to implement, coordinate and supervise the integration of high quality nutrition into family planning interventions in Louga, Matam and Kolda regions in Senegal.

Objectives

Work closely/collaboratively with stakeholders (Ministry of Health, non-government organizations and local, community-based organizations) to coordinate the integration and delivery of nutrition interventions into existing UNFPA platforms;
Review and update existing nutrition training modules for midwives/nurses and community health/outreach workers
Support and/or provide training to health providers including community health/outreach workers on nutrition;
Provide and contribute to the ongoing supervision of service providers in the three regions; and
Provide TA for the development of surveys including monitoring and data collection tools.

Scope of Work

Taking a facilitative and participatory approach under the overall guidance of NI and in close partnership with UNFPA Senegal, the consultant will undertake the following activities:

Prepare a work plan based on the project implementation plan;
Review of relevant documentation and literature: global and national nutrition policies/guidelines and strategies;
Review the nutrition training modules for midwives/nurses and community health/outreach workers and update and revise to include key component(s) of project as needed;
Work collaboratively with BCC expert(s) to develop and integrate nutrition and healthy eating messages into UNFPA platforms for pregnant women, WRA and adolescent girls including a telephone hotline;
Provide training on nutrition and micronutrients to about 1,480 health providers (midwives/nurses) and community health/outreach workers in the three regions;
Provide support to community-based organizations and non-government organizations (NGOs) working in the three regions to increase the consumption of IFA for 90 or more days among hard to reach pregnant women and WIFA intake by out of school adolescents according to WHO guidelines;
Provide support to health services and community-based organizations and NGOs working in the three regions to develop and deliver behaviour change intervention and nutrition education materials
Support ongoing supervision of about 1,480 service providers in the three regions;
Assist in the development of monitoring tools for supportive supervision;
Provide TA for baseline and endline data collection;
Provide TA for project monitoring and reporting;
Review the implementation progress and challenges; and
Provide technical backstopping for the different planned activities as needed.
Management and Reporting Mechanism
The consultant will work under the direct supervision of the NLIFT Technical Advisor and NI country Director;
NI will be responsible for quality assurance and approval of the work being delivered by the consultant;
S/he will receive guidance from UNFPA Senegal, NI Headquarters (HQ) and NI Country Office (CO);
S/he will report regularly to NI (HQ, CO) and UNFPA Senegal; and
S/he will be housed in the NI Country Office in Dakar.
Qualifications of Nutrition Consultant
Advanced degree in Nutrition from a recognized university required;
At least seven years of direct professional experience in designing, implementing and monitoring nutrition and public health programs;
Significant experience in nutrition curriculum, nutrition education and behavior change intervention development and training;
Expertise delivering nutrition interventions at facility and community levels;
Experience working with UN agencies at senior level preferred (NO-4 level) or program managers from international non-government organization sectors;
Excellent facilitation skills and an ability to work collaboratively with stakeholders from different sectors and backgrounds;
Prior experience working in Senegal is an asset;
Strong leadership and teamwork abilities;
Excellent interpersonal, verbal and written communication skills;
Fluency in French required;
Writing skills in English required; and
Experience in adolescent and/or maternal health is an asset.
