Radio Planning & Optimization Supervisor

Network Planning Dept
Mission/ Core purpose of the Job:
•Plan and Optimize radio networks (2G, UMTS, LTE and future technologies) on various layers (including in-building solutions IBS/DAS, FEMTO/small cells etc.) for cost effective deployment of network coverage and capacity, for achievement of rollout and marketing/business plan objectives.
•Close coordination on regular basis with all relevant stakeholders (MS NPM, Ericsson, other departments) for overall network improvement
•Ensures compliance with all company, Division, & Dept. procedures & policies.
•Ensures compliance with the regulator (ARCEP) on all requirement.
Key Performance Areas:
Core, essential responsibilities / outputs of the position (KPA’s)
Role Complexity:
•Charged of planning, design and optimization  MTN Benin radio network under leadership of the Network Planning Manager
•Support in the preparation of the annual business plan via coverage & capacity dimensioning of RAN according to marketing forecasts
•Inter department collaboration / interface with other Network Group divisions within the region
•Analysis & Approval of frequency plans & cell parameter plans by managed service & 3rd party vendor (s)
•Verify & approve Single Site Verification/Initial Tuning of newly integrated sites for performance and provide necessary network adjustments for optimal network performance post integration.
•Adequately plan the implementation of relevant radio solutions including in-building solutions/DAS, micro mobiles base stations, MCPA’s & indoor booster deployments to achieve network objectives
•Provide network performance & customer experience in regions in collaboration with the commercial teams
•Handle local network queries raised by the customer care & commercial teams in assigned/designated region (s)
•Do Periodical reporting
•Awareness and reporting of competitor activities as identified in the field (Drive test and others)
•Perform & supervise the Regular reporting on network performance and activities of MS vendor partner for MTN
Task Complexity:
•Network Supervising functions within the region which will be measured by:
   oCapacity – Ensuring that at any time the network will be able to accommodate the subscriber level anticipated 3 months ahead
   oCoverage – Ensuring that coverage is provided in all areas where MTN subscribers live, work and play and to maintain parity with the competitor where necessary.
   oTime  – Ensuring that network planning and site acceptance will be carried out in a manner  to allow sufficient time for acquisition, construction and implementation of BTS and transmission links
•Maintain accurate and through Knowledge of the network, especially in assigned region/areas.
•Maintain at all times a detailed knowledge of the behavior and status of all sites in the region of responsibility. This includes:
  oNominal plan
  oPlanned sites
  oSite acquisition status
  oBuild configuration and status
  oKPIs acceptance and SSV
  oTraffic levels
  oNetwork performance (Voice, SMS and Data KPIs)
  oOptimization actions
•The Cell configuration, clutter data and propagation models loaded into the network Planning Tool are to be maintained to ensure that they offer a true reflection of the propagation environment.
•Provide specialist technical support to all other department regarding the radio planning and optimization features
•Produce coverage and capacity planning reports from planning tools for proper dimensioning.
•Maintain Radio Network site configuration database
•Supervise, analyse & approve vendor execution of network radio coverage and quality.
•Monitor and analyze network performance and configuration to ensure KPIs are in conformance with targets for the region
•Continuously analyze traffic, utilization and subscriber growth in order to foresee needs for capacity expansion.
•Supervise the review, preparation and ensure load of cell data for integration of sites onto the network by O & M team
•Evaluate, verify and supervise the optimization of MTN Benin RAN by managed service vendor (s)
Specific Duties Based on Units within Division (For Generic Jobs):
•Supervise set objectives for managed service vendor (s)
•Follow the different projects relative to Radio Planning and Optimization service and share a regular reporting
•Regular reporting as per MTN Group, ARCEP or third part deadline
Supervisory Roles/Leadership Roles/Managerial Roles
•Delegate for the Radio Planning & Optimization Manager when out of the office or leave etc.
•Lead, manage and develop the RF staff through clear direction and performance management to ensure individual performance is aligned to goals and objectives
•Supervise & manage the RAN Dept. Staff this includes MS NPM, resource planning, streamlining activities.
Minimum Requirements
Minimum Education:
•First degree in Electrical / Electronics or Telecommunications Engineering or related discipline
Minimum Experience:
•Three (3) years RF experience with a Mobile Telecomm operator
•Experience working in Ericsson equipment network
•Experience with Ericsson, Huawei and ZTE equipment will be desirable
•Programming skills will be desirable
Training:
•Training on the BSS aspect of a GSM network
•Radio planning and optimization of GSM and UMTS network
•Training on vendor equipment and software
•New technologies training
General Working Conditions:
•General MTN  working conditions.
•National traveling into various remote areas within the specified region.
•Additional working time may be required.
•A valid driver’s license.
