Context:
States have increasingly called upon IOM to assist in addressing complex emergency response challenges, including the provision of NFI/Shelter and WASH programming for a variety of emergency scenarios. The successful candidate will work on programming aimed at providing essential  Non-food items (NFI)/Shelter/ Water, Sanitation, and Hygiene (WASH) services to people displaced by natural disasters, Burundian returnees and host communities among other people in need, as well as strengthening coordination mechanisms amongst stakeholders, including NFI/Shelter/WASH Sector co-coordination.
Under the direct supervision of the Emergency and Preparedness Coordinator and overall guidance of the Chief of Mission, the successful candidate will assist in the management, implementation and monitoring of programming related to NFI/Shelter/WASH in Burundi.
Core Functions / Responsibilities:
1. Implement and monitor NFI/Shelter/WASH activities and projects for various emergency responses in Burundi, checking if the NFI/Shelter/WASH response is complemented by other essential services for effectiveness, coherence and integrity.
2. Liaise and share information with different governmental entities, UN agencies, Emergency and Preparedness Coordinator (NGOs), and the international donor community.
3. Monitor the operational, financial and administrative components of NFI/Shelter/WASH projects in close coordination with relevant mission units and Regional Office (RO)/ Headquarters (HQ)/Manila Administrative Centre (MAC)/Panama Administrative Centre (PAC) units, local governmental authorities, international and regional institutions, as well as partners’ organizations in the public/private sector.
4. Draft and follow up on the submission of regular project reports in a timely manner according to IOM and donor formats, in close coordination with mission team and Project Development and Support Unit colleagues.
5. Coordinate closely with IOM’s Displacement Tracking Matrix (DTM) and Project Development and Support Unit (PDSU) teams, and the Resource Mobilization Unit (RMU) to ensure the timely implementation of project work plans.
6. Oversee daily operations of NFI/Shelter/WASH programmes including assisting with design of shelter layouts, supporting technical assessments, monitoring construction work, and in coordination with the Procurement and Logistics Unit, drafting technical documents such as Bills of Quantity (BoQ), Requests for Quotations (RfQ) and Requests for Proposals (RfP).
7. Facilitate inter-agency coordination meetings on NFI/Shelter issues and participate in relevant NFI/Shelter/WASH and Cash-based interventions (CBI) conferences, workshops, steering committees, policy and technical working groups, as well as other forums for the coordination of NFI/Shelter activities.
8. Provide co-coordination services to the NFI/Shelter sector including assisting with coordinating initiatives and mechanisms, participating in building capacity of relevant stakeholders, and contributing technical inputs for the development of national emergency response strategies in close coordination with the line ministers and humanitarian community focal points.
9. Conduct desk research, select and summarize background information, assess the local context for the planning and administration of individual projects, and draft segments of project proposals and corresponding budgets.
10. Supervise NFI/Shelter/WASH support staff and participate in capacity building opportunities.
11. Contribute to the development of public information tools, including but not limited to success stories, newsletters, and press releases.
12. Perform such other as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Development Studies, Architecture, Urban Planning, Civil Engineer or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience related to NFI/Shelter/WASH including project management, coordination, capacity building, etc.;
• Experience living in an emergency context, particularly within French-speaking or East Africa;
• Experience liaising and negotiating with government officials, donors, UN personnel, NGOs, and other stakeholders;
• Experience in project management including management of budgets and staff.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of French and/or Spanish, Swahili and/or Kirundi is an advantage.
