JOB OVERVIEW
IRC defines the Supply Chain as the systems and functions required for effective program delivery. It includes planning, procurement, logistics, inventory management, real estate and asset management, as well as vehicle and fleet management. The Supply Chain Coordinator is one of the CMT [1] members in CAR and is responsible for recruiting and supervising the entire Supply Chain team, including the IT Manager.

KEY RESPONSIBILITIES
Supply Chain Planning
The Supply Chain Coordinator is responsible for coordinating the planning and implementation of Supply Chain plans in support of program implementation in close cooperation with internal stakeholders (project managers , coordinators and managers of Programs, DDP, Finance) and external (suppliers). Supply Chain planning consists of the following components: supply plans, storage plans, transportation plans, staffing plans, distribution plans, staff training plans, asset decommissioning plans and Supply Chain improvement plan through biannual assessments.

Supply management
The Supply Chain Coordinator ensures that the right goods and services are supplied at the right time, at the right price, and at the right place, in line with the principles of the Global Supply Chain and those of donors. . This includes working with the director of planning and logistics for international purchases. The Supply Chain Coordinator must prioritize a strategic supply through the implementation of MPA / MSA [2] to obtain a better quality / price ratio with the selected suppliers in complete transparency.

Inventory management
The Supply Chain Coordinator is responsible for the management and control of all inventory operations and warehouse operational procedures according to SOPs [3]. This includes the management of pharmaceutical products in collaboration with the program. He ensures that the cyclical inventory of 20% is carried out every two months.

Asset management
The Supply Chain Coordinator is responsible for the supply, maintenance, custody, registration and decommissioning of all assets and equipment of the IRC country program. The Supply Chain Coordinator is responsible for all aspects of the administrative, financial and operational management of assets, real estate and items of value, in accordance with the rules and regulations of IRC and donors.

Fleet management
The Supply Chain Coordinator is responsible for the supervision and coordination of all activities of the IRC vehicle and transport fleet in the country. He must ensure that all IRC fleet operations are carried out in accordance with IRC policies and procedures relating to vehicles, in particular in terms of vehicle movement, maintenance and reports concerning them. . The same is true for generator sets.

Compliance and ethics
The Supply Chain Coordinator is responsible for identifying and analyzing the risks of non-compliance at the level of Supply Chain processes, implementing solid controls, identifying red alerts concerning supply , to implement corrective measures for internal and external audit, and to ensure that all the activities of the Supply Chain are conducted in an ethical manner.

Learning and Development:
The Supply Chain Coordinator is responsible and accountable for overseeing all learning and development initiatives, assessing training needs and developing training plans for Supply Chain staff.

Budget development and financing proposals
The Supply Chain Coordinator must participate in the development of budgets and financing proposals, revising the prices including associated services and the need for new staff. He must participate in the project launch and closure meetings with all the necessary documents and evidence.

Data Analysis and Reporting
The Supply Chain Coordinator must effectively use the Supply Chain tools such as “BvA”, “Scorecard”, “First time right” etc. to better analyze the progress of activities and communicate the result to all the necessary partners. He must ensure that quality monthly reports are submitted on time, as well as donor reports and project completion reports.

General administration
Ensure the payment of Registration Fees
Prepare rental contracts (leases) in accordance with the provisions in force
Manage all disputes with lessors
Follow with the Supply Chain Manager / Admin the reservations of international trips
Coordinate internal travel reservations with UNHAS and ensure payment of related invoices
Coordinate monitoring of office and residence maintenance staff
Identify office supply needs and ensure that requests for ‘purchases are made
Monitor the management of the stock of cleaning products and office and residence supplies.
Coordinate communication management: fleet and post-paid telephone,
Ensure payment of service invoices: SODECA, ENERCA, hotels, etc.
Ensure payment of thuraya communication invoices with international suppliers.

MAIN EMPLOYMENT RELATIONS
The position is under the authority of the Country Director, with technical supervision of the Regional Director of the Supply Chain.
The position is responsible for the direct supervision of the Supply Chain team.
Other internal / external contacts:
Internal: Regular relationships with regional, national and headquarter Supply Chain staff at all levels, Deputy Directors of Operations and other other Supply Chain Coordinators countries, country directors. He is in permanent contact with the Programs department.
External: At the request of the Country Director, he can serve as IRC representative in the context of external meetings, Supply Clusters, other non-governmental organizations, inter-organizational groups and foundations, etc.

Qualifications

: License or equivalent university degree in the fields of Supply Chain, Supply, Business Administration or in a relevant related field.

Professional experience : 6 to 8 years of professional experience in Supply Chain operations

Demonstrated skills and competences:
 Proven success as head of the Supply Chain in all disciplines belonging to the Supply Chain, and in particular planning, supply and Supply
 Convincing collaborator and influencer, possessing effective interpersonal and analytical skills, able to work without difficulty in several countries, cultures and organizational units
 In -depth knowledge and extensive experience in Supply Chain strategies, market analysis techniques, supply and conclusion of contracts, fleet management, inventory management, real estate and assets
 Strong financial management and budgeting skills
 Excellent training and coaching skills
 Able to work effectively in a highly matrix structure

Language skills: Fluency in French and a working knowledge of English is mandatory.
