Description International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

Background

IMC has been working in Cameroon providing life-saving services since 2008, initially responding to a large influx of Central African Republic (CAR) refugees into the country. IMC has responded to multiple crises including Cholera Outbreaks and floods in the Far North region, the large influx of new CAR refugees in Adamaoua, East and North regions since 2014 due to increased violence in the CAR, and also the recent Nigerian Refugees crisis, caused by Boko Haram attacks in the Far North Region.  Since 2015, IMC is implementing a community surveillance project for the prevention of cholera in two divisions namely in health districts in Mayo Tsanaga and 2 health districts in Logone & Chari with funding from CDC Atlanta.

IMC, with support from its donors, the Bill & Melinda Gates Foundation, ECHO, CDC, BPRM, UNHCR and WFP, is implementing programs in Health and Nutrition in Minawao camp hosting around 58,000 Nigerian refugees and in Off-sites targeting IDPs and host communities. IMC provides to targeted beneficiaries a comprehensive primary health care package including Reproductive health, HIV and Nutrition services. IMC runs to health posts in Minawa camp and provide support to two Medical Centers and one health center in off-sites.

Job Purpose

The role oversees IMC’s response in assigned Field Sites and is responsible for timely and high-quality program implementation and support. He/she will provide supervision and leadership to all health related technical staff at the field site (in collaboration with Program Director and support of the Field Coordinator), ensuring adherence to agreed work plans, procurement plans, spending plans and indicators tracking sheets. The Health Coordinator report to Field Coordinator and works in close coordination with Logistics Officer, Finance Manager, M&E Officer at field level, as well as technical staff to ensure that programmatic and operational strategies are implemented at the field site.

Main Responsibilities

To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation. The tasks listed are representative of the nature and level of work assigned and are not necessarily all-inclusive:

  • Responsible for the development and implementation of a strong project work plan, that is designed to achieve the project’s stated goals and objectives, within the available staffing and budget;
  • Develop and update PMT (Project Monitoring Tools) on regular basis;
  • Supervise the implementation of all health related activities including nutrition, sound monitoring and evaluation/needs assessment, surveys, regular data collection, and quality review  for project implementation according to the donors’ agreements;
  • Responsible for the management of project budgets, including the development of procurement and spending plans;
  • Ensure that proper drug management systems are in place and liaise for technical assistance as needed for all strategic aspects of drug management and supply;
  • Promote the quality of the IMC’s health programs by setting up quality assurance mechanisms and checks in collaboration with other staff;
  • Produce periodic technical reports in timely manner and transmit to relevant actor (weekly reports to UNHCR) and other reports to Yaoundé (Program Department) for review;
  • Review pipeline (health sections) and share inputs with the Field Coordinator on time;
  • Draft proposals, concept notes (Health sections) and share with inputs with the Field Coordinator within deadline;
  • Ensure international (WHO/SPHERE) and national standards are met while delivering all activities and services;

Human Resources

  • Oversee the recruitment and selection of qualified health technical field staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors;
  • Directly supervise UNHCR Medical Doctor Team Leader, Deputy Medical Coordinator , Pharmacist, Nutrition Manager, Community Mobiliser Supervisor and AFP Coordinator;
  • Ensure all staffs are appraised on time and appraisal performance files shared with HR department;
  • Ensure annual leave plan for health program exist and is applied;
  • Review all supervisees job descriptions and set performance objectives and share them with HR
  • Maintain open lines of communications with health field staff;
  • Determine training needs for the health field staff ;
  • Advocate and plan for professional development for health program staff

Working Relationships

  • Maintain frequent communication with the Field Coordinator to ensure Health program activities and objectives are communicated;
  • Work with Finance Manager and Logistics Officer to ensure the coordination of IMC Field Programs are smoothly implemented;
  • Represent IMC at health and nutrition working group meetings; donors field visits and assessment missions at regional level;
  • Interface with MoH counterparts, Public Health Regional Delegate to ensure mutual understanding of programs;

 

Representation

  • Participate in joint supervision along with UNHCR and MoPH;
  • Work with key donor staff to develop and maintain optimum programmatic relationship;
  • Ensure maximum visibility of the agency amongst the NGO community;
  • Facilitate the production of technical reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information;
  • Contribute to the creation of a positive image and overall credibility, notably through the application of IMC’s mandate, ethics, values and stand-point with regard to other actors.

Experience / Qualifications Qualifications

  • Medical Doctor degree and Master’s degree in public health;

 Experience

  • Minimum 5 years of management experience working in a humanitarian or development setting with a minimum of five years of INGO program management experience at the same or similar position;
  • Experience in managing Health and Nutrition programming, and experience working in partnership with Ministry of Public Health, is strongly desired;
  • Proven ability to draft consistent proposals and write sound reports;
  • Previous experience managing programs financed by US government agencies, ECHO, UN,    foundations and private donors a must, with previous experience in competitive environments a plus;
  • Proven ability to manage projects to completion on time, within budget, and with the anticipated results.
