IMPACT Initiatives and REACH

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is made up of specialists in the collection, management and analysis of data and GIS. IMPACT was launched on the initiative of ACTED, an international NGO whose headquarters are based in Paris and which is present in around thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from the operational support of ACTED in its areas of intervention.

REACH was created in 2010 as a joint initiative of two international NGOs (IMPACT Initiatives and ACTED) and the United Nations Program for Operational Satellite Applications (UNOSAT). The objective of REACH is to promote and facilitate the development of information products that improve the decision-making and planning capacity of the humanitarian community in emergency, reconstruction and development contexts. REACH facilitates information management for aid actors thanks to three complementary services: a) needs and situation assessment facilitated by REACH teams; b) situation analysis using satellite images; c) provision of integrated databases and web maps.

 

We are currently looking for a REACH evaluation officer to support our IMPACT team in the Central African Republic.

PROFILE POSITION

Under the supervision of the IMPACT Country Coordinator and the REACH Multisectoral Evaluation Manager in the Central African Republic (CAR), the REACH evaluation officer will be responsible for the management and implementation of REACH evaluations in CAR, focusing on the implementation of a multisectoral needs assessment (NASM) which will aim to inform the humanitarian planning of the aid community in CAR for 2021.

He / she will support the planning of data collection, coordination of partners, data analysis and reporting of the evaluation.

The responsibilities of the REACH assessment officer are as follows:

  • In coordination with the Country Coordinator and the Head of Multisectoral Assessments, design and implement the REACH assessment strategy and the research cycle at the national level;
  • Ensure that evaluations are planned and implemented in a structured and coherent manner, in accordance with the objectives of the program, as well as with the research cycle of REACH and other relevant guidelines;
  • Develop ToRs for each evaluation, ensuring that they are approved by management (including the IMPACT Initiatives headquarters in Geneva), understood and used by evaluation staff and stakeholders, and updated as necessary;
  • Management of investigators in the field to ensure effective and timely implementation of activities;
  • In accordance with REACH guidelines, coordinate and ensure timely collection, aggregation and analysis of data;
  • In partnership with the GIS team (including the Geneva headquarters), ensure that the relevant data collected is geo-referenced to allow the production of maps;
  • Ensure the writing of precise and timely evaluation results, in accordance with REACH guidelines;
  • Ensure the follow-up of all evaluation and research schedules for projects and programs;
  • Ensure the drafting of regular reports on the progress of the evaluation and participate in coordination meetings as instructed by the supervisor;
  • Ensure that delays or problems identified for specific assessments are reported in a timely manner;
  • Ensure that lessons learned are collected and documented at the end of each research cycle;
  • Support the development / revision of evaluation strategies / programs, reports or new proposals;
  • In coordination with the Country Coordinator, REACH external representation with partners and the entire aid community through sector groups and working groups;
  • Other relevant tasks at the request of supervisors.

RESPONSIBILITIES

In coordination with the Country Coordinator and the REACH Multisectoral Evaluation Manager, the Evaluation Officer is responsible for:

  1. Management and coordination of REACH assessments

Objective 1.1: Management of the research cycle

  • The REACH Assessment Officer will manage the planning, implementation and monitoring of REACH-specific assessment activities, including the NASM.
  • In this process, the REACH officer is required to contribute to the preparation and monitoring of the project management framework and to ensure that the activities are correctly coordinated and implemented in accordance with the cycle management of project.
  • The REACH Evaluation Officer will support the REACH Multisectoral Evaluation Manager in logistics, finance, administration and HR processes directly linked to REACH activities and liaise with the relevant ACTED departments. He / she is directly responsible for the implementation of relevant ACTED FLAT procedures in all REACH interventions.

Objective 1.2: Implementation

  • The REACH Assessment Officer is responsible for contributing to the implementation of assessment projects, providing support for the development of new assessments, managing databases and designing new tools with the REACH team.

Objective 1.3: Coordination

  • The REACH Assessment Officer will provide technical support to the ACTED departments concerned for the preparation of new project proposals, the development of program strategies, the implementation of project activities, and any other REACH contribution required for ACTED projects. The REACH Assessment Officer is responsible for providing accurate and timely support for the preparation of narrative and financial reports related to REACH activities in the country through close liaison with the Project Development and Finance departments.
  • The Evaluation Officer will liaise with other REACH agents in the country and region, and through the networks of IMPACT Initiatives and ACTED, provide and receive technical support for the expansion of REACH worldwide.
  1. Reporting
  • The REACH Assessment Officer is responsible for consolidating the analyzes and conclusions of each assessment in REACH products such as information sheets, reports and briefs using standard formats and complying with standards established internal quality standards.
  • The REACH Assessment Officer is responsible for respecting the schedule for reports to be submitted to project partners and donors. He / she must ensure the drafting of precise and timely evaluation reports and information sheets, ensuring the quality and accuracy of the technical information provided as well as the confidentiality and protection of the information collected. He / she will ensure that evaluation reports contribute to the broader objective of strengthening evidence-based coordination and planning within the humanitarian community in CAR.
  • He / she will manage the writing of narrative reports and contribute to the preparation of financial reports through regular budget monitoring.
  • The REACH Assessment Officer will be responsible for storing and organizing the data collected and disseminating the assessment results, project documents and best practices among ACTED and the project partners. He / she will coordinate the production of precise and timely reports at IMPACT headquarters.
  1.  REACH Human Resources Management

The REACH Assessment Officer is responsible for the functional management of field staff. He / she must guide and direct the national REACH staff and prepare and follow the work plans with the field teams. The REACH Assessment Officer will also support the recruitment of national REACH staff in coordination with the Assessment Officer, the Country Coordinator and the ACTED HR Manager. This will include preparing the ToR, conducting assessment tests and participating in interviews with HR.

The REACH Assessment Officer will ensure that all field teams are well informed on the objective and methodology of a given assessment and that the overall strategy for implementing a given activity is well understood. He / she will ensure that field staff receive the necessary training and project briefings to do so.

  1.  Representation

The REACH Assessment Officer will represent ACTED / REACH in cluster meetings and inter-cluster coordination, as well as in technical working groups in CAR. The REACH Assessment Officer can also represent ACTED / REACH with current and potential donors in coordination with the IMPACT Country Coordinator and the REACH Assessment Manager and communicate relevant information to him, as well as to responsible for project development and the country director of ACTED.

More generally, the REACH Assessment Officer will contribute to the creation of a positive image and to the overall credibility of the organization.

CONFIDENTIALITY

The evaluator must maintain the highest level of confidentiality of the data collected in the field and ensure adherence to the overall personal data protection processes. He / She made sure to implement mechanisms to avoid the unauthorized sharing of information collected during his mission in collaboration with the data management team at headquarters.

 

PROFILE

  • Excellent academic qualifications, Masters level in Political Science, International Relations, Statistics or other relevant subjects
  • At least 2 years of relevant professional experience in the humanitarian sector or developing in research, information management or monitoring and evaluation
  • Excellent capabilities with Excel, Word and Powerpoint software
  • Mastery of statistical analysis tools such as SPSS, STATA, SIG or R and graphic design such as InDesign would be desired
  • Experience in managing crisis assessments and field experience in countries affected by desired crises
  • Excellent analytical and synthesizing skills
  • Excellent communication and writing skills for product writing
  • Good team management skills
  • Ability to operate in a multicultural environment
  • Flexibility as to the role and nature of the work, which can change depending on the context
  • Perfect command of French, English desired
  • Ability to work on multiple tasks with short deadlines
  • Ability to work independently and work with teams in other regions or bases

  • Salary defined according to the IMPACT Initiatives salary grid including: level of education, expertise, security level and performance
