Background

In response to an outbreak of violence in 2013, International Medical Corps has been working in the most seriously affected communities in Timbuktu and Gourma-Rharous districts with programs focused on health, nutrition and protection. Our health response in northern Mali promotes free, quality, curative and preventive health services in areas severely affected by the recent war. Since 2013, International Medical Corps has helped local health care systems in Gourma-Rharous and Timbuktu districts regain self-reliance and credibility by rehabilitating and supplying community health centers, recruiting and training health workers, and strengthening emergency response and disease surveillance. We have also enhanced water, sanitation and hygiene (WASH) facilities in all health centers we support and provided equipment including water pumps and tanks, handwashing stations and latrines. When Ebola spread to Mali in 2014, International Medical Corps worked to strengthen the country’s health care system to quickly detect, contain and respond to potential Ebola cases by training health care workers and other professionals in Ebola case management, with a focus on the regions of Segou and Sikasso.

Gender-based violence rates in Mali significantly increased during the recent conflict in the north. The harm caused by sexual violence goes beyond those directly affected, causing painful social disruptions within families and communities. Besides promoting clinical and psychosocial care in a confidential, competent and compassionate manner, we focus on building community resilience and providing support to survivors through 15 health facilities in Gourma-Rharous and Timbuktu districts and two mobile clinics in Taoudeni district.

Since 2018, International Medical Corps has extended its interventions in Segou region by integrating reproductive health, nutrition and protection/GBV services to the multi-year epidemiological surveillance program under implementation between September 2015 and March 2019.

Job Summary

The primary function of the Health and Nutrition Coordinator includes supporting the Field Coordinator in the implementation of Health, Nutrition and WASH in facilities activities, reporting and reinforcing the technical capacity of the Ministry of Health staff through day-to-day supervision, mentoring and coaching as well as training. The Health and Nutrition Coordinator is expected to contribute in building sustainable interventions in promoting integration of nutrition services into the health services package and responsible for maintaining regular contact with all partners.

Main Responsibilities

General International Medical Corps code of conduct and ethics

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
  • Ensure application and compliance of security protocols and policies ; serve as security focal point in the field sites

Program Finance, Logistics and Administration

  • Prepare detailed work plan and budget plan for health and nutrition activities and ensure implementation of planned activities according to the work plan adhering to the budget according to IMC standards and oversee program spending per budgets and pipelines
  • Support and motivate program/logistics/ administrative/finance staff in their work, by ensuring appropriate training, coaching and supervision by technical leads
  • Lead on staff recruitment and conduct performance monitoring in collaboration with HR, ensure that standards and protocols are adhered to
  • Coordinate very closely with logistics in order to ensure that there is no break in nutrition program supplies.
  • Organize and follow-up on all other procurements needed for the projects

Capacity Building and Coordination

  • Assess the training needs of health and nutrition staff; develop a training program to meet these needs; conduct health and nutrition training for relevant project staff and MOH counterparts, focusing on all aspects of community-based management of acute malnutrition (CMAM), IYCF and health (such as EPI, SRH, IMCI)
  • Represent International Medical Corps in Health and Nutrition coordination meetings at regional and district levels with the government bodies, international agencies, other NGOs and donors
  • Create and maintain smooth relations and open collaboration with Government and local stakeholders and serve as the health and nutrition resource person

Program Implementation and Development

  • Responsible for ensuring the achievement the overall grant timeline and completion date
  • Provides direction and monitor staff in their implementation of the work plan and quality of technical activities
  • Closely monitor the implementation of the IMC’s health programs against agreed work plans, performance targets, and budgets to ensure that programming is on track and of high quality.
  • Assist in business development by providing technical input for proposals.
  • Support the collection and timely reporting of data and statistics for health programs in line with IMC guidelines and according to internal and donor requirements.
  • Identify potential nutrition /nutrition-related and health projects for development and lead on the concept note or proposal development while liaising with interested partners and stakeholders
  • Plan and conduct nutritional and health assessments and surveys following the national approved survey protocol and feed assessments results into proposals.
  • Ensure strong linkage of health and nutrition components with other components of the project such, WASH and disaster prevention and preparedness
  • Ensure proper functioning of reporting systems for regular assessment, monitoring and evaluation of the program against its objectives and expected results and conduct critical monitoring of all aspects of Health, CMAM and IYCF programs, and identify areas of concern. Submit workable solutions for identified challenges
  • Follow up of project implementation to review progress towards objectives through organizing regular review meetings, update and experience sharing meeting among staffs.
  • Oversee IMC’s staff across the field sites and provide technical support and direct supervision of field site support staff and collaboration with district medical team on proper implementation of the service.

Implementation of the Feedback and Complaint Mechanism

  • Ensure all IMC staff are trained on the IMC Accountability Code;
  • Ensure all staff implements the accountability code through the information of beneficiaries, communicates to all beneficiaries on the activities of IMC, the mode and conditions of acquisition by the beneficiaries, posting in the zones of total free of charge the posters on local languages, the quantities of food to be distributed in the distribution frame during Blanket Feeding;
  • Inform beneficiaries about their right and the existence of the circuit to formulate complaints in case of non-satisfaction so that corrective measures are applied;
  • Assist staff in charge of satisfaction questionnaire administration to perform their work independently without interference;
  • Collaborate with M & E Officer, accountability Focal Point on the field about vulgarizing accountability framework for providing all necessary information to enable the proper implementation of the complaints management mechanism and its functioning;
  • Work with M&E officer to ensure that feedback from communities is part of the M&E exercises, and features in M&E and program reports;

Reporting

  • Develop, implement and evaluate quality assurance measures and ensure appropriate follow up.
  • Prepare and provide regular monthly progress reports in coordination with the M&E Officer

 

Security and safety

  • Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IMC management and liaising with other external parties as required to maintain/enhance the security environment.

Experience

  • Minimum 4 years work experience as a Health & Nutrition Coordinator
  • Experience in coordinating, implementing and managing health programs in emergency contexts.
  • Experience in or understanding of program accountability principles;
  • Strong leadership, management, planning, analytical, interpersonal, and communication skills;
  • Ability to live and work in stressful and insecure environment;
  • Excellent budgeting skills, able to manage multiple tasks
  • Able to work under pressure and good at timely decision making
  • Prior work experience in Mali preferably

Other

  • Fluent in English and French
