Background

Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest volunteer-based humanitarian network. The IFRC is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the IFRC is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC has its headquarters in Geneva, with regional and country offices throughout the world. The IFRC is led by a Secretary General who provides the central capacity of to serve, connect, and represent National Societies. The IFRC’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The IFRC has five regional offices, as follows: Americas (Panama City); Africa (Nairobi); Asia and Pacific- AP (Kuala Lumpur); Europe (Budapest); Middle East and North Africa-MENA (Beirut). The regional office for Africa supports 49 National Societies to strengthen their humanitarian and developmental work, helping them to remain sustainable, relevant partners of choice and accountable for their actions. The incumbent will Support IFRC Africa Region, clusters and the 49 National Societies on Monitoring and Evaluation to enhance effectiveness in alignment of the results with the; IFRC strategy 2020, National Societies strategies and the Key Performance indicators by developing, innovating and supervising the introduction and implementation of Performance Management systems, methods, decisions, policies and processes in the organisation; ensuring professional capacity on all levels of the organisation, National Societies and aggregating Performance results to a higher level. This will contribute to improving the impact of Red Cross Red Crescent work in Africa, strengthen strategic planning and management decisions, market IFRC effectiveness and efficiency thereby promote accountability, longer-term institutional learning and increased IFRC and National Societies funding level.
Job Purpose
The Senior PMER Officer – Monitoring and Evaluation will contribute to achieve the objectives of PMER department in Africa by providing technical lead on the roll out of IFRC’s monitoring and evaluation tools and guidelines. S/he will lead on capacity building and roll out of global and IFRC M&E guidelines and innovations on monitoring and evaluation. S/he will lead and coordinate the collection, analysis and utilization of data to inform strategic management decision making and programme design in IFRC. This will be through an analysis of key trends on programmes, innovations and interventions of IFRC. The data will be used for senior management and heads of unit’s decision making to course correct and strengthen operational excellence of the Africa Regional Office, countries, clusters and national societies programmes. This will also inform implementation strategies and resource allocation and enhance the efficiency, effectiveness, sustainability and impact of IFRC’s work in the region. The analysis will also support in evidence based planning process for Africa region which is crucial for success in achieving organizations objectives. Additionally, the position will be significant in strengthening IFRC evidence informed policy and thereby credibility in as a global organization in humanitarian affairs.
Job Duties and Responsibilities
Technical lead on Monitoring, Evaluation and Planning for Africa Region
• Provide technical leadership and guidance for Africa region Monitoring and Evaluation practice and resulting deliverables throughout the project management cycle;
• Identify and promote the adoption of new and relevant technologies for M&E within the region, including the use of mobile data collection; web-based tools to enhance the timeliness and quality of data for decision making;
• Provide and manage a system for monitoring and analyses of data on finance, resource mobilization and programme data to support Senior Management decision making and strengthen the design and implementation of projects/programmes and strengthen contribution to IFRC’s longer term strategies and KPI’s;
• Participate in regional and global forum to discuss and further explore ways of strengthening the function, strategies and forums of M&E in the humanitarian sector;
• Engage in and contribute to the development or review of IFRC strategy, policies, standards and procedures on M&E;
• Contribute to dialogue and strengthen IFRC’s policies and guidelines on M&E based on experience and best practice in the region;
• Inform and develop M&E approaches and strategies for IFRC Africa region for new projects and programmes being implemented;
• Lead Monitoring and Evaluation process to ensure provision and use of qualitative and quantitative evidence to inform IFRC policies and guidelines on programmes and operations within the region as well as IFRC’s contribution to the global Humanitarian agenda;
• Aggregate and evaluate monitoring results and feedback across the region and technical domains to enable effective program and project management and organizational learning.
• Communicate learning for internal and external audiences including publication in conferences
• Serve on evaluation assignment as team leader and provide strategic direction on use of evaluation to influence organization policy
• Advise sector leads, country and cluster leads on the utility and relevance of formative and summative evaluation designs and provide advice to ensure rigor in methodology and conclusions
• Draw on various evaluation designs such as Mixed Methods, Rapid Appraisal, Case Study, Interrupted time series and longitudinal, participatory, pattern analysis and Cross-sectional designs to advise colleagues.
• Lead negotiations with external partner and lead consultants on evaluations where necessary.
• Undertake comprehensive analysis of financial, funding, human resource and programme data to develop forecasts, trends and evidence to inform future plans, implementation approaches, resourcing priorities and needs to senior management.
• Support in the development of Africa Region plan and cluster plans and ensure that it is informed by the current trends including the SDGs and the Pan Africa Conference agreements.
Capacity building on Monitoring and Evaluation and Roll out of Best Practice in Africa Region
• Promote learning through training webinars and workshops for organizational improvement
• Develop and deliver in-person training, online e-learning and related Training of Trainers (ToT) guidance.
• Provide input to the development of global quality standards and tools in the areas monitoring and evaluation
• Provide tools, tips and guides to help budget holders and National Societies design monitoring and evaluation plans and studies; lead training of staff and NS on monitoring and evaluation
Establish and Support M&E System for Africa Region
• Integrate the use of innovative technologies, data platforms, and GIS mapping for data collection, management, and reporting.
• Make decisions and implement data collection methods and good practices (including interview skills, focus group facilitation, and survey design and response categories).
• Support implementation of robust data management system for Africa region and roll it to the National Societies
• Make decision on implementation of various types of data collection and analysis tools using computer software and IT. (e.g. STATA, R, SPSS, Survey Monkey, Computer assisted Content Analysis)
• Advise on sampling techniques (such as simple random sampling, stratified, and purposive) and their applications and relevance for a selected evaluation or methodology.
• Participate in relevant internal and external networks to stay current on trends and technology related to monitoring; propose new tools for continuous improvement and learning.
Data management and analytics
• Support strategic decision making regarding project performance at the department level and IFRC senior management level based on high level data analysis report
• Propose, implement and provide training on the suitable data management system for the organization in line with the latest global technology
• Implement ethical standards regarding data protection is observed e.g. cloud storage
Support and represent strategic partnerships in M&E for the IFRC both regional and Globally and Influence M&E policy
• Represent the IFRC in working groups and committees with strategic partners, e.g. the Active Learning Network for Accountability and Performance in Humanitarian Action (ALNAP) and Evaluation Partners.
• Influence global humanitarian M&E policy through sharing research and evaluation findings in regional and global evaluation conferences
• Liaise with external organisations and participate in international fora (e.g. the African Evaluation Association) to disseminate IFRC M&E lessons and best practices
• Extract, aggregate and share operational and institutional lessons learned of PMER related activities throughout the organisation and if required externally.
• Support Project staff in developing project results frameworks (input, output, outcome and impact), and develop relevant indicators and targets for result areas
• Oversee the development of donor reports, ensuring that all donor reporting requirements on program impact are met.
• Contribute to an effective, high quality IFRC team
Project Management
• Accurately scope, plan and organize human and technical resources for the achievement of M&E related projects in terms of technical, financial and contractual objectives
• Lead, promote and adhere to technical oversight and quality assurance of heads of unit’s reports, Africa Cluster reports and Countries reports to adhere to IFRC quality standards
• Review Africa and cluster programme reports including financial budgets to check for alignments to donor requirements as well as operational plans

Education
• University degree, or equivalent, in relevant discipline (International Relations, Humanitarian Affairs, Statistics .)
• Relevant post-graduate degree or MBA, Statistics (or equivalent)
• Relevant professional training or relevant experience in monitoring or evaluation.
Experience
• Minimum of 7-10 years work experience in corporate reporting and planning.
• Minimum of 7-10 years work experience in an international setting.
