Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

As of 2020, the new Latin American Regional Program will be created, including Colombia, Cuba, Venezuela, Peru and Bolivia. Within the context of this new regional program, these countries will benefit for the first time from a Technical Unit under the leadership of the Technical Unit Manager, based in Bogota. The position of Regional DRR Field Specialist is a new position within this unit, and one of the first Technical Field Specialist positions to be implemented as there exists regional projects in DRR in which several countries of the Regional Program are involved.

The Regional DRR Field Specialist can be based in one of the countries of the program with DRR activities (Peru, Bolivia, Colombia or Cuba). Depending on its location, the context of the mission will vary. In any of those locations, the mission will take place in an urban context (capital city of the country of the mission).

 

The volume of DRR activities in the regional program is approximately €600,000/year, with activities being implemented in Colombia, Peru and Paraguay and involving participants and stakeholders from Bolivia, Ecuador and Chile. Main donors include OFDA/USAID and ECHO.

The DRR Field Specialist will be in contact mostly with HI Project Managers and Country Managers from the Regional Program, partners of the DRR projects in the countries of implementation and consortium implementing partners.

 

 

YOUR MISSION:

Under the responsibility of the Technical Unit Regional Manager [LATIN AMERICA REGIONAL PROGRAM], the Field Technical Specialist contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

 

Responsibility 1: Expertise

-You contribute to the regional strategies in line with the global strategies

-You ensure technical support to projects in line with the global technical frameworks and standards in his/her sectorial scope

-You ensure technical learning from projects

-You ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under his/her scope

-You ensure compliance of the technical proposition with nexus stakes

-You contribute to the development of research and innovation projects in the region when relevant, in his/her sectorial scope

-You suggest and steer technical innovation projects

-You contribute to the Technical Divisions professional channel animation

 

Responsibility 2: Influence

-You represent the technical expertise of HI throughout the local relevant networks

-You contribute to advocacy on specific themes in line with the global advocacy priorities

-You contribute to communication messages locally in line with the global communication priorities

 

 

Responsibility 3: Business Development

-You contribute to the context analysis in his sectorial scope

-You contribute to the design and writing of new projects in the region and when asked in other countries within the Geographic Division

-You identify & transform major opportunities in the region under his scope

-You contribute to the conception of major projects (multiple countries, one theme) or of new projects in the region

-You identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region under his sectorial scope

 

 

Responsibility 4: Steering and animation of regional DRR projects (Approximately 35%)

-You ensure the regional coordination of DRR projects

Expériences / Formation du candidat
  • You hold a postgraduate degree in Disaster Risk Management or related field
  • You have at least 3 years of experience of project management
  • You have at least 5 years of experience in the field of DRR, including work in low-to middle-income countries with vulnerable populations
  • You understand international human rights frameworks and mechanisms of international development cooperation
  • You know how to use different pedagogical models and capacity-building techniques with adults
  • You show initiative and empathy
  • You demonstrate resilience to stress and uncertainty
  • You speak Spanish and English
