Handicap International is changing his name and becomes « Humanity & Inclusion ». HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT:

HI is present in Mozambique since 1986, implementing various projects in humanitarian and development contexts. HI is actually working in social protection, inclusive education among the cities of Maputo, Matola, Beira and Tete. Currently, HI’s presence is recognized in Beira and Tete, with standalone actions and also through the consortium CHEMO. Activities held with local partners encompass inclusive protection, social protection and health in emergencies among others.

At external level, HI is also part of a multi-sectoral team of emergency coordination in the component of social protection representing the demands and specific needs of people with disability. HI is involved as well in the follow-up of protection cluster, health cluster, FAMOD-DPOs networks.

HI Mozambique is looking for his Operations Manager for 12 months.

 

YOUR MISSION:

Under the responsibility of the Mozambique program Director, you contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. You share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

Your main responsibilities are:

You manage Sofala Area manager & Project managers’ team

  • You foster a team spirit and team functioning guaranteeing synergies and exchange of good practices between the Project managers, and with head office colleagues.
  • You size and plan human resources needs of the projects in the Programme : you recruit and contribute to the professional development, autonomy and well-being at work of the project managers: in link with the corresponding professional channels, set formalized individual objectives, ensure coherence between HI’s needs and competencies and motivation of his/her teams, develop and monitor competence development plan, evaluate individual performance, contribute to career evolution.
  • You embody and transmit HI values, ensure compliance with code of conduct and institutional policies, ensure the expected mind set and individual and collective behaviours, and disciplinary measures
  • You animate the daily working interactions between project managers and support teams (technical and shared services, functional link), in order to facilitate project implementation in the country; conduct regular project reviews with project managers and the national other internal services.
  • You participate to the Programme Steering Committee conducted by the Program Director

You contribute to the Programme’s Operational strategy and HI frameworks & regulations

  • You contribute to the development of the Programme’s Operational Strategy, and to its implementation and annual monitoring
  • You implement the project part of the Programme’s Operational Strategy
  • You ensure the deployment of and compliance with HI global frameworks, institutional policies and standards.
  • You ensure sound management and monitoring of projects under his/her responsibility:
  • With both operational opportunities and risks in mind, you contribute to the monitoring and analysis made by the Program Director, and propose mitigation measures when relevant

 Influence You develop external influence of HI and the external representation of the organization. You represent HI vis-à-vis local, national, traditional, political, military and diplomatic authorities and bodies; and international organizations and coordination mechanisms & system. You take on the messages of HI global advocacy to all relevant external parties. You develop local partnerships, in link with the Program Director

YOUR PROFILE:

  • You hold a Master Degree in Political Science, Management School, Project Management, with ideally university degree in the development, public health, or disabilities sector
  • Experience in gender studies would be an asset.
  • You have at least 4 years’ experience in team management & in project design and coordination
  • You have very good command of written and spoken English, Portuguese. French is an asset.
  • You are proficient in the use of project programming, monitoring & evaluation tools (PSE).
  • You have knowledge of international donors and grant management

CONDITIONS:

  • Duration : 3 years contract with a first 12 months assignment
  • international contract starting from February 2020
  • Salary from 2750€ gross/month regarding the experience of the candidate
  • Perdiem : 483€ net/month ;
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year + 11 days of R&R per year
  • Individual housing taken in charge by HI; position open to couple or family
