Handicap International started in Somaliland in 1992 by setting up a rehabilitation center in Hargeisa. HI’s strategy in Somaliland has been since to advocate for the rights of persons with disabilities (PWDs) and to engage development actors to promote inclusion and participation of PWDs at local and national level. From 2010 to 2014, HI implemented a Human Rights project entitled “Enhanced participation of Somalis with disability for human rights and democracy in Somaliland and Puntland”. This project strengthened the capacity of 15 Disable People Organizations (DPOs) at grassroots level to empower people with disability to actively promote and advocate for their rights for protection and inclusion. A major outcome of this intervention was the development of a Disability Policy for Somaliland and Puntland. Furthermore HI is currnetly carrying out exploratory mission to extend the programme in South Central of Somalia and it is expected that HI will open its mission in Mogadishu (South Central Somalia in last quarter of 2019.
The Technical Advisor (TA) will provide technical support to HI projects as well as Consortium Partners WHH, CWW, VSF and other relevant humanitarian partners implmenting project in Somaliland and South Central Somalia to systematically mainstream disability within their programming.
DESCRIPTION DE POSTE :
Develop the technical competencies of HI teams and partners
• Assess capacity building needs of HI teams and partners and define relevant action plan to improve knowledge, awareness and skills in line with Inclusion Charter of persons with disabilities in Humanitarian action.
• Design information sessions, awareness sessions and trainings and relative supporting manuals/tools
• Train and coach HI teams, other humanitarian agencies, partners, Government officials from various department of Somalia on disability, various legal and human rights instrument related to disability, inclusion and mainstreaming, rights of persons with disabilities, inclusion of disabilities in humanitarian action, disability and development etc.
• Carry out training needs assessment of various target group, develop training curriculum and material , develop a coaching plan and ensure quality implementation of the same.
Ensure quality implementation through technical guidance and support to the teams
• Technical guidance and support to HI teams to:
o Assess the level of disability inclusion in HI as well as partner humanitarian actions, in relevant phases of the Project Cycle Management, and the definition of an action plan to improve disability inclusion
o Facilitate partners’ decisions on prioritisations of the actions
o Design and create a support plan
o Build the partner capacity to implement and monitor the actions identified
• Design and create tools and materials required to implement the support plans
• Provide consortium partners and other humanitarian agencies with existing sectorial guidelines on disability inclusion and support revision of partners’ guidelines.
• Support HI teams to accompany the partner throughout the changes
• Support engagement of senior management for sustainability of changes
Contribute to HI partnership strategy and contribute to the development of partnerships agreements.
• Participate in sectorial coordination and cluster meetings (Protection, Health, Wash etc.) to promote disability mainstreaming and HI technical assistance among humanitarian actors in Somalia.
• Contribute to establish partnerships technical support or joint programming with organizations interested in enhancing inclusion in their actions
• Promote HI work in inclusive humanitarian action in general platforms, such as donor meetings, working groups, NGOs platforms, etc.
Ensure that the experience of the project supported contributes to HI knowledge base and professional know-how
• Collect technical documentations in relations to inclusion in the sectors supported to contribute to the definition of country methodological standards and technical support framework
• Maintain detailed documentation of all aspects of the work processes and results for purposes
• Contribute to the definition of the knowledge management system for disability mainstreaming in humanitarian action
• Lead the good practices/lessons learnt in identification and analysis
PROFIL ATTENDU :
• You hold a degree in education, in social science or similar fields and you have disability related degree or diploma.
• You have at least 3 years of experience in humanitarian sector and have technical experience in Disability inclusion in humanitarian action
• Having an experience in designing and providing capacity development (training, coaching, learning, etc.) would be essential.
• You have great pedagogical and methodological skills and excellent transfer of knowledges capacities.
• When working as a team, you show excellent communication skills, relationship building skills and commitment to the team.
• You are humble, flexible, creative and goal-oriented.
• You show quick-learning and self-learning capacities and have a great problem-solving ability.
LANGUE(S) DE TRAVAIL :
SPECIFICITES/PARTICULARITES DU POSTE :
Based in the Somaliland mission (Hargeisa office) with frequent travel to Mogadishu (South Central Somalia)
