CONTEXT OF THE MISSION

The socioeconomic crisis in Venezuela continued to deteriorate throughout 2018, leading to further collapse of services, deterioration of health facilities, food security, and nutrition among the population, and one of the biggest mass displacements in South America’s history. According to UNHCR at least 2.5 million Venezuelans have left the country since 2014, though other sources estimate that this figure could exceed 4 million, including nearly 2 million in Colombia [1]. The fallouts of the crisis across the region have increased proportionally: 3.4 million migrants/refugees are registered in neighboring countries (Colombia, Peru, Ecuador, Brazil and other Latin-American and Caribbean countries), as well as in the US and in Europe, according to UNHCR-IOM [2].

The economic crisis is amplified by the deepening political crisis. Since 23 January 2019, the situation in Venezuela has entered into a more acute phase of the crisis, following the self-proclamation of the President of the National Assembly as Interim President and the introduction of new economic sanctions by the US. The Venezuelan government largely denies the scale of humanitarian needs and restricts access for international humanitarian organizations, and blocked the entry of US humanitarian aid in February 2019, which exacerbated the situation acknowledging that aid could be an instrument for regime change.

YOUR MISSION:

Handicap International intends to respond by implementing an intervention through local partners, with the aim to improve the living conditions of the most vulnerable Venezuelan, including persons with disabilities, by ensuring access to inclusive and quality services & livelihoods through a multi-sectoral response. The response will include inclusive humanitarian action; rehabilitation and MHPSS support as well as food distribution.

Under the line management of the Operation Manager, with the support of HQ Technical Advisor, the MHPSS Technical Coordinator will be ensuring and guaranteeing the technical and quality framework related to MHPSS. S/he will responsible for:

– Contributing towards the overall strategic planning for HI’s mission and lead the definition of the MHPSS strategy in close link with the other sector of intervention (Inclusion/protection/ rehabilitation/ livelihood)
– Provide regular technical guidance, support and coaching to HI’s technical officer, project managers and MHPSS implementing partners on field of expertise.
– Ensure the technical direction and quality of MHPSS related activities
– Lead the update of technical guidelines and Standard Operating Procedures (SOPs) for integrating MHPSS into the programme.
-Lead the design of training packages and IEC materials
– Contribute to HI’s external representation with other relevant actors and donors
– Consolidate MHPSS concerns and actively contribute to HI advocacy actions
– Support and train the Project Managers and project officers in your field of expertise

Your profile:

Experience:

– Advanced degree in Psychology, Psychosocial or Social Work
– At least 3 years experience in Psychological services and humanitarian response
– Experience of training and technical supervision in the field of Psychosocial support and Protection with NGOs, preferably involving local partners
– Demonstrable experience and/or understanding of the protection sector is necessary
– Previous experience with HI is a strong asse

Skills:

– Strong communication and interpersonal skills is expected
– Proven organisational skills is necessary
– Spanish is mandatory (oral and written)
– French or English mandatory (oral and written)

– Strong interpersonal and multicultural skills
– High level of autonomy and initiative

CHARACTERISTICS OF THE POSITION :

The level of security to respect:
– Movement restrictions (from 6:00 a.m. to 6:00 p.m.)
– Curfew from 10:00 p.m.
– For road trips, convoy movement and movement tracking.
– Confinement in case of protests and blackouts
– Identification of prohibited areas
Currently, the country is also facing several power cuts that could lead to additional restrictions on movement.

Nevertheless, housing and offices will be located in secure sectors of Caracas, with a security system, and it is possible to travel around the city of Caracas, have dinner and lunch outside and find leisure activities

CONDITIONS :

• Starting date: 01/07/2019
• Length of the contract: 6 months
• Contract: salaried contract from 2800€/month (gross) depending on experience
• Perdiem : 393.44 € net/month
• Hardship allowance: 250€ net/month
• R&R : 5 days every 3 months
• Paid holidays : 25 days per year
