JOB CONTEXT:

Handicap International (due to political reasons known in DPR Korea as European Union Program Support EUPS Unit 7) has been operational in the DPRK since 2001 in collaboration with the Korean Federation for the Protection of the Disabled (KFPD). The overall objective of HI’s current operational strategy is to “strengthen the capacities of KFPD to promote equal opportunities, protection of rights and the participation of people with disabilities and the perception that they are contributing citizens of DPRK”. HI/EUPS Unit 7 is currently implementing projects in 5 provinces with head office located in the capital, Pyongyang City. Projects are on following thematic areas: Access to functional rehabilitation services, Rights and inclusion, Protection, Inclusive Disaster Risk Reduction and Early childhood development.

DESCRIPTION :

The ECD Coordinator will efficiently and effectively manage the implementation of the project under his/her responsibility in line with Handicap International strategy, technical standards, policies and procedures in DPRK.

Responsibilities:

Responsibility 1: PROJECT MANAGEMENT (25%)
• Lead and coordinate the project’s stages: planning, implementation of activities, monitoring and evaluation through effective implementation of HI’s PME policy;
• Provide technical and operational guidance and support to the national Project officer (Partner staff) on project activities;
• Ensure timely and quality financial management, including budget preparation, revision and monitoring;
• Ensure that all procurement procedures are in full compliance with donors and HI’s requirements within the specific context of DPRK;

Responsibility 2: TECHNICAL ORIENTATION, TRAINING AND CAPACITY BUILDING (55%)
• Lead the setup of new Early Screening and Early Intervention Units (renovations and equipment) in a second provincial hospital;
• Lead the definition and development of technical context appropriate guidelines and tools on ECD in consultation with project partners;
• Develop, implement and facilitate a training program on ECD (early screening and early intervention) for selected health and rehabilitation professionals of respective health facilities;
• Support the service provision of early screening and early intervention at provincial hospital and community level;
• Lead/establish the effective implementation of the referral pathway;
• Support the health and rehabilitation professionals in selecting and prescribing appropriate assistive, mobility, positioning and orthopaedic devices.
• Support the health and rehabilitation professionals in engaging parents and caregivers on ECD;
• Provide technical support to the targeted health facilities in establishing the data management system;
• Support partners in the analysis of data;

Responsibility 3: REPRESENTATION and COORDINATION (10%)
• Participate and represent HI in the relevant sector working groups (Nutrition, Health) and with key stakeholders to promote ECD, inclusion and the rights of children with disabilities;
• Represent HI in all project related communications with project partners and donors;
• Maintain regular contact and communication with DPRK Rehabilitation Project Coordinator and HQ Technical Advisors;
• Develop and contribute to the regional/international networking with HI ECD programs;
• Participate in the internal coordination meetings and update the team on project progress;

Responsibility 4: REPORTING AND KNOWLEDGE MANAGEMENT (10%)
• Prepare high quality internal and donor reports;
• Produce materials and documents for the sustainability of the sector ECD in DPRK: training manual, IEC materials, etc;
• Provide input to all related mission reporting needs.

PROFIL:

– You must have a bachelor’s degree in rehabilitation or health: physiotherapy, occupational therapy, nurse and doctor.
– You have a good command of humanitarian aid, international development, ECD would be an asset
– You have at least 5 years of professional experience in the humanitarian sector, in particular in early childhood screening and intervention
– You have 3 to 5 years of experience in a similar position in the early childhood development technical sector.
– You are good in English (spoken and written)
– Ability to work independently with minimal supervision and under high pressure with strict deadlines.
– You are recognized for your skills in report and document writing: content and language
– You are comfortable with IT tools: MS Office package, skype
– You have a critical analysis and vision of the project strategy
– You are able to foster creative internal teamwork, provide advice and maintain good relationships with partners.

SPECIFICS :

The mission is under security level I mainly due to the variable geo-political situation in the Korean peninsula and the fact that criminality risks are not a concern in the country. The main current risks are about safety: health and road.
Travel outside Pyongyang for expats is restricted and requires prior approval from national authorities. Within Pyongyang expatriates are allowed to travel without any authorization but cannot use public transportation. Expatriates live in a compound where they can find the basic for their living and social life. Within Pyongyang, they can find shops, restaurants and recreational places to go.

CONDITIONS:

• Starting date : 15/09/2019
• Length of the contract: 9 months
• Employee status, according to experience :
Employee:
– Salary from 2214 gross/month regarding the experience of the candidate
– Perdiem : 567 net/month
– Hardship allowance : 250 net/month
– Insurances : medical hearth coverage, retirement planning, repatriation
– Paid holiday : 25 days per year
– R&R : Level 2 : 5 days every 3 months
– Status : position open to unaccompanied
– Housing : Collective taken in charge by HI
