Organizational Setting
 The Chief Technical Adviser (CTA), Principal Expert statistician specialized in the organization and implementation of agricultural censuses, including of the logistics, will accomplish the tasks described below under the general operational supervision of the FAO Representative (FAOR) in Angola. With the technical guidance of the Regional Office for Africa of FAO, namely the Lead Technical Officer (LTO), and the Statistics Division of FAO at headquarters. He or she will work closely with the National Coordination of the project and will provide supervision of the other consultants, experts and managers of the project in order to ensure the successful implementation of the project.
 Technical Focus
 The Chief Technical Adviser (CTA) will be hired under the project “Census of Agriculture, Livestock and Fisheries CALF”. He/she will be responsible for the operational planning, management and monitoring of all project’s activities, as indicated in the project document. He/she will be responsible to coordinate the overall project, will provide technical, managerial support and ensure a good implementation of the activities in line with the project result framework, work plan and approved budget.
 Tasks and responsibilities
Lead the overall coordination, management, execution and supervision of the CALF project;
Provide technical guidance and supervise implementation of the CALF activities, in compliance with the FAO technical standards and the reliability of the data in all phases of the CALF, specially using the FAO latest Manual for Agricultural Census;
Assist in the implementation of the CALF steering committee, in accordance with the presidential decree and provide substantive methodological support, including the proposal of agenda topics, identification of participants, and preparation of relevant methodological documents. presentations and minutes;
Ensure the effective capacity building with the different institutions participant in CALF preparing different mechanism for the a proper knowledge transfer in term of census methodology, agricultural and fishery, data analysis among others;
Manage outreach activities related to CALF project, and supports design and implementation of CALF related training workshops and seminars;
Supervise and support the international consultants working for CALF – FAO project reviewing their work plan, preparing assessment and review methodologic support to the country according the different specialists;
Supervise and support the revision, development and finalization of the methodology and technical documents for the CALF considering gender equality (questionnaires, instruction manuals for different categories of field staff, sampling plan, tabulation plan, analysis plan, communication strategy, etc.);
Prepare CALF work plan and strategy of implementation; including the preparation of Census Thematic and central modules
Support in the organisation of the national field staff for (enumerators and supervisors);
Establish and maintain strong relationships with local counterparts to ensure effective coordination of project activities with relevant ministries and agencies, and locally represent FAO- CALF during field activities for the implementation of census;
Support in the evaluation of the data quality as well as its confidentiality;
Lead teams of analysis and writing reports and other analysis support of the results of the CALF;
Ensure delivery of all the CALF outputs according to the project document, timely preparation and submission of work plan, progress reports, operations and analysis reports, final report of the project with the technical support of the FAOR Programme; also assist the drafting of the technical report of the CALF and collaborate presenting the CALF results at national level;
Oversee preparation of impact evaluation reports, presentations/documents for conferences and meetings to highlight CALF project achievements;
Assist the National Coordination of the project in any technical activity necessary to the good progress of the project;
Act as the focal point for FAO- CALF at a project level;
Perform any other related duties as required;
Write and submit an end of the Mission Report as well as the original version of the Terminal Project Report following the standard formats in use by the organization.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
 Advanced university degree in statistics with specialization in agricultural statistics;
At least ten years of experience in agricultural censuses and surveys and their organization in developing countries;
Working knowledge of English, French or Spanish and limited knowledge of one of the other two.

 Extent and relevance of experience in the project management skills (including work planning and budgeting), organization and implementation of agricultural censuses, including of the logistics;
Quality of oral and written communication and presentation skills including expert knowledge in drafting and presenting project results;
An ability to work in team and excellent management experience are required, as well as the ability to present professional quality reports.
Ability to use computer software such as MS Office and other project management software and database.
Ability to organize and coordinate technical meetings and seminars;
Selection Criteria
 Extent and relevance of experience in the preparing methodological documents and conducting agricultural censuses and surveys;
Extent and relevance of academic qualifications;
Extent of experience in leading and supervise multi-cultural teams and delivering a results-based programme of work;
Working knowledge of Portuguese language will be considered a strong asset.
At least five years’ experience working with local communities in the agricultural sector in Angola or in Africa Region;
