How can you make a difference?
Objectives:
Specifically, the consultant is expected to:
Coordinate and minute meetings with stakeholders to discuss the key considerations for scale up of POC testing technology.
Provide technical assistance to INLS regarding health systems strengthening and capacity building to set up and implement POC testing technology.
Provide technical assistance to the Ministry of Health/INLS in developing and starting up a National EID POC Operational Plan, including standard operation procedures (SOPs) and flowcharts.
Provide technical support to INLS to prepare demand forecasts and procurement plans as well as quarterly inventory reports for the EID POC.
Support the development/implementation of a monitoring and evaluation framework that includes compiling and defining project indicators, baselines, targets, reporting templates and timelines.
Tasks:
Under the overall guidance of the UNICEF Health Manager, in close coordination with the National Director of the INLS and a POC technical working group (TWG) consisted of key partners the incumbent is expected to perform the following functions:
Develop an inception report outlining proposed methodology and timelines per the terms of reference;
Organize and co-lead the kick-off meeting with the TWG (including key stakeholders of the Ministry of Health, United Nations and USAID partners) to discuss the scope, outline and timeline of the POC operational plan.
Organize a workshop with TWG to identify resources available for EID and to collect epidemiological data to assess the need in different districts.
Map out the resources for EID that would be available in the next 3 years.
Review epidemiological data for EID to determine needs and coverage.
Elaborate the 1st draft of the POC operational plan, including key standard operation procedures and flowcharts.
Collect feedback on the draft from all stakeholders and revise the document accordingly.
Provide technical support to the start-up of the POC operational plan.
Work relationships:
The indicative duration and period for consultancy is of 30 days over three months period. The incumbent will be supervised by the Health Manager of the Child Survival and Development Section of UNICEF and will work under the guidance of the National Director of the INLS in close collaboration with WHO and CDC and USAID partners.
This assignment will be based at the UNICEF Angola Country Office in Luanda, with the possibility of traveling within the country.
Administrative issues
The consultancy will have a duration of 33 days over 3 months period.
The consultant will be supervised by the Health Manager of CSD, and overall guidance of the National Director of the INLS and in collaboration with a Technical Working Group.
The consultant will be responsible for travel arrangements, including purchase of air tickets. Estimated cost of travel should be clearly indicated in the financial proposal. Calculations of travel costs should be based on economy class travel regardless of the length of the travel. Cost estimates should be exclusive of all taxes as UNICEF is exempted from all taxes.
UNICEF does not provide or arrange health insurance coverage for contractors.
Outputs/Deliverables:
1) Review available documents and relevant literature and develop an inception report outlining proposed methodology and timelines. Inception report in 3
2) Organize and kick-off meeting with key stakeholders of the Ministry of Health/INLS, UN, CDC and USAID partners, to discuss the scope, outline and timeline to develop the plan. Meeting consensus report available with plan outline. 5 in country
3) Organize a workshop to determine the resources available for EID and the epidemiological review to assess the need in different districts. (including field visit to at least 1 province) Map out the needs and resources for EID for a 3-year cycle. 5 in country. First Payment: 20% of total consultancy fee
4) Elaborate the 1st draft of the POC operational plan, including SOPs and flow charts, to be reviewed by TWG. POC operational plan draft available. 7 in country. Second Payment: 50% of total consultancy fee
5) Finalize POC operational plan with feedback provided by TWG. Final report and operational plan available 3
6) Provide technical support to start implementation of POC operational plan, remotely and in-country. Final consultancy report 5 days remotely and 5 days in-country.Final Payment: 30% of total of the total fee
To qualify as an advocate for every child you will have…
Education
Academic degree in relevant field (e.g. public health, health systems management, health laboratory, biomedical sciences, or related field);
Work Experience
At least 8 years’ experience working on HIV/AIDS/PMTCT-Pediatric care programming, preferably in Eastern and Southern Africa;
Experience in participating and / or conducting consultations with national authorities on the processes of mapping and implementation on Point of Care (POC) devices and reporting.
Language Proficiency
Fluency in English (verbal and written) and some knowledge of Portuguese/Spanish required
