Description Length of contract: 6 months – starting date ASAP

 

Context of the mission: Action Against Hunger has been operating in Yemen since 2012, upscaling its emergency activities in 2016 due to the conflict between Al Houthi and the Saudi-led coalition. Yemen is currently facing one of the world’s worst humanitarian crises, with 80% of the population in need of humanitarian aid. Action Against Hunger has responded to multiple large-scale and interconnected emergencies: conflict, famine and a cholera epidemic, using a multisectoral approach (Nutrition & Health, Food Security, WASH and Mental Health programming) and by piloting the country’s first Rapid Response Mechanism alongside UNICEF. Donors supporting these programs are the EU through ECHO and DEVCO, UN agencies (UNICEF, WFP, UNOCHA, UNFPA), GAC, DFID, SIDA and private foundations. Focus is now on providing life-saving quality health and nutrition services, addressing the causes of hunger and undernutrition and promoting evidence-based programming through surveillance, analysis, and advocacy.

 

Living conditions in Sana’a:  Sana’a is located at 2300 meters/7500 feet altitude, so temperatures can be quite low in winter. Office and guesthouse are in the same compound. The rooms are private and personal. The building is supplied with public electricity and a generator is also available. Due to the current security situation, social options are very limited, not only for ACF but for all organizations.

The position

You’ ll contribute to increase the programs’ quality and impact through the implementation of an efficient monitoring, evaluation, accountability and learning system adapted to local context

More specifically, you will have to :

  • Develop and roll out a technically sound Monitoring and Evaluation (M&E) system for the mission
  • Develop an accountability framework for the mission and roll out a light feedback and complain mechanism
  • Develop a mission learning framework
  • Management of the MEAL team
  • Development of MEAL Strategy, context appropriate Monitoring and Evaluation System for projects and support streamline the use ACF M&E guideline and tools within ACF projects.
  • Develop a dynamic program of information management systems including databases and tools/M&E Forms analysis based ACF experience in the field and management information.
  • Establish Accountability mechanism for the mission and oversee effective implementation of the accountability mechanism at mission level.

Expériences / Formation du candidat
  • Master Degree in Social Science, Statistics, Economic, a minimum of 3 years of professional experience with in monitoring and evaluation with international organizations. Experienced in working collaboratively to design and implement performance monitoring plans, standardized M&E tools and reporting systems for multi-million projects; demonstrated experience in designing, implementing, monitoring, and evaluating projects’ interventions. Well-versed in developing and managing the implementation of information dissemination strategies; experience in working remote management and support. Very good ability to work in a team and willingness to cooperate with all departments. Strong analytical and writing skills.
  • Good Computer skills and ability to use Microsoft Word and Excel, Power Point, Internet and e-mail skills required with proven working experience using statistical software (SPHINX, SPSS, etc.), GIS software (QGIS, ARCGIS, Mobile Data Collection (ODK, Kobo)
  • Fluency in written and spoken English ; Arabic will be consider as an asset

Salaire / Indemnité Length of contract: 6 months – starting date on October 1st 2019

Status: Fixed-term contract, provided by ACF according to the French legislation.

Remuneration and benefits:

Monthly gross salary from 2688€ to 3433 € upon experience.

Per diem and living allowance: 257€ + 356€ (cf eurocost) net, field paid.

+ 12 % of monthly gross salary as country allowance (216€ to 276€)

+ 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen. (288€ to 368€)

+ Child allowance, limited to 5 children

Transportation and accommodation:

Coverage of transportation costs to and in the mission.

Individual room in guesthouse covered

Medical coverage: 100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

25 days of paid leaves per year.

+ 20 RnR per year.

+ 215 € at each RnR period (averagely every 3 months)

Coverage of the transportation expenses to the RnR area of reference.

Training:

Free and unlimited access to the certifying e-learning platform Crossknowledge ©

Technical trainings at HQ or regional level (averagely 1 per year).

Intermission Workshop once a year.

Opportunity of coaching (DP) or mentorship.

Participation to external trainings costs upon eligibility of the request.
