Action Against Hunger recruits 01 RRM Consortium coordinator  – YEMEN – SANAA

Action Against Hunger has been operating in Yemen since 2012, upscaling its emergency activities in 2016 due to the conflict between Al Houthi and the Saudi-led coalition. Yemen is currently facing one of the world’s worst humanitarian crises, with 80% of the population in need of humanitarian aid. Action Against Hunger has responded to multiple large-scale and interconnected emergencies: conflict, famine and a cholera epidemic, using a multisectoral approach (Nutrition & Health, Food Security, WASH and Mental Health programming) and by piloting the country’s first Rapid Response Mechanism alongside UNICEF. Donors supporting these programs are the EU through ECHO and DEVCO, UN agencies (UNICEF, WFP, UNOCHA, UNFPA), GAC, DFID, SIDA and private foundations. Focus is now on providing life-saving quality health and nutrition services, addressing the causes of hunger and undernutrition and promoting evidence-based programming through surveillance, analysis, and advocacy.

Context : Yemen based in Sanaa

Length of contract : 3 months, starting on 1 January 2020

The position :

Under the supervision of the Deputy Country Director, you coordinate and monitor UNICEF Rapid responses Mechanims consortium project (ACF – consortium lead)

You are responsible for leading the design, development and implementation of strategic priorities for the RRM consortium, including participation and influencing relevant national fora.

You have an ability to analyze absorb and understand the context (security, cultural, political) and build strong relationship with external stakeholder including UNICEF in country and other major humanitarian donors, HCT, Clusters and relevant government departments responsible for policy and practice of humanitarian response in Yemen.

Lead and support RRM coordination staff and consortium implementing staff, often remotely, to deliver high impact work, ensuring appropriate application of the RRM project design and taking into account emerging opportunities.

You ensure internal coordination as well as relevant capacity building and technical support for internal RRM coordination unit as well as for partners’ program manager.

You manage budget consortium and follow up on project implementation progress and regular reporting with consortium partners. You also lead and support fundraising for the continuation of the RRM activities.

In addition, you have :

  • Ability to represent a collaborative consortium with political sensitivity to a variety of audiences, from senior government officials and donors to a wide range of senior humanitarian practitioners
  • Ability to lead complex projects and multidisciplinary/cross-sector humanitarian response, advocacy and communications, often requiring a high degree of independent judgement and negotiating skills.
  • Great communication skills, with a demonstrable ability to articulate complex and sometimes competing ideas and experiences simply. Excellent interpersonal and cross-cultural team skills, together with the ability to remain calm under pressure and not lose sight of strategic priorities, even when working remotely.
  • Proven management experience of staff management, including strong financial management skills.
  • Excellent planning and organisational skills, and ability to manage own workload and meet organisational and external deadlines.
  • Excellent written and verbal communication skills in English.
  • Strong commitment to humanitarian action with a high level of energy and creativity.

Desirable :

  • Experience of working in the Middle East.
  • Experience leading an NGO consortium.
  • Fluency in Arabic (written and verbal)

Salary

Status :

3 months Fix-term contract, provided by ACF according to the French legislation.

Remuneration and benefits :

Monthly gross salary €2 450 to €2 800 upon experience

Per diem and living allowance: 383€ (cf eurocost) net, field paid.

+ 450€ gross monthly allowance related to the context

+ 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen

+ 500€ per year and per child (annual maximum of 6000€)

Transportation and accommodation :

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

Medical coverage :

100% coverage of medical expenses + repatriation insurance.

Leaves and RnR :

  • 25 days of paid leaves per year.
  • 20 RnR per year.
  • 215 € at each RnR period (averagely every 3 months).
  • Coverage of the transportation expenses to the RnR area of reference.

Training :

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year).
  • Intermission Workshop once a year.
  • HEAT training
  • Participation to external trainings costs upon eligibility of the request.
